‘GAPO GOES FOR DELINQUENCY REPORTING IN PNP
Olongapo City Mayor James “Bong” Gordon, Jr. is encouraging residents to use the Delinquency Reporting (DR) System in the Philippine National Police (PNP) to weed out misfits in the police force.
“The DR System is a preventive measure designed to lessen the cases of misdemeanors of PNP personnel by instituting on the spot corrections thereby eliminating or at least mitigating the causes of wrongdoings and to remind and instill in all PNP members the observance of proper decorum at all times,” according to Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Chairman Jesse M. Robredo.
PNP City Director PS/Insp. Christopher Tambungan said PNP memorandum circular no. 2010-003 states that “the City Mayor or his authorized representative shall administer the community service based on the monthly report of demerits by the Chief of Municipality or City Police Stations of Police Districts Offices.
Infractions by police officers, such as improper wear of uniform, tardiness, smoking in unauthorized area, discourtesy to Officers and National Colors, violation of traffic rules, leaving and dozing on post, use of profanity or insulting languages or exhibit rudeness in the public, failure to initiate action on complaints and the sort, may be reported to the nearest precinct using the DR Form.
Each in fraction corresponds to certain counts of demerits depending on the grounds. The allowable demerits should not be greater than fifteen (15) demerits in a month or ninety (90) demerits in one semester. The offending police officer will be given an hour of Community Service when he/she incur demerits greater than the limit.
However, the Community Service may or may not be limited in terms of tree-planting, clean-up drives, information dissemination campaigns and other vital and priority programs of the government, administered only during rest days and in athletic uniform.
