IBA, Zambales—Gov. Vicente Magsaysay, through an executive order, has disfranchised Vice Gov. Ramon Lacabain 2nd of his legal functions and transferred the powers of the elected vice governor to the appointed secretary of the provincial council.
Lacbain said the act was “total harassment,” which Magsaysay cooked up because of his alleged defiance of the wishes of Magsaysay.
