Bataan town bats for share of SBMA taxes
DINALUPIHAN, Bataan: The municipal government of Dinalupihan pushes for the swift release of a certification from the Department of Interior and Local Government that Bataan has lands inside the Subic Bay Metropolitan Authority so that it will be entitled to tax share of about P6 million annually, Mayor Joel Payumo said yesterday.
Payumo said the certification is needed by the SBMA and the Department of Budget and Management so the town’s share could be released, like in Hermosa and Morong, Bataan, and Olongapo City and Subic, Zambales.
Municipalities that have lands occupied by SBMA are entitled to shares from one percent of the taxes collected by the Subic Bay Freeport and divided among the beneficiaries based on the area and population of the communities.
This provision is embodied in Republic Act 7227 that transformed the former American naval base into the SBMA.
Payumo said that based on the latest survey of FF Cruz commissioned by the interior department, more than 1,300 hectares of lands occupied by the ecozone belongs to Dinalupihan. “This qualifies our town not only as contiguous to SBMA but also as an affected area,” the mayor said.
As a contiguous area, Dinalupihan is receiving P3 million yearly from SBMA. Once declared as affected, or with lands occupied by the Freeport, it will receive an additional share of more than P6 million annually.
SBMA chair Feliciano Salonga, in a recent visit to Dinalupihan, said he was amenable to granting the town its due shares. “It is clear that the only thoroughfare leading to the Subic Bay Freeport from Metro Manila and Central Luzon is Dinalupihan and part of Hermosa,” Salonga said.
Bataan officials claim that two-thirds of the total area of the former American base belongs to the province.
Payumo said that the P6-million annual share of Dinalupihan would help carry out the town’s social and economic projects.
