BCDA denies liability in SCTEX workers’ pay

CLARK FIELD, Pampanga — The Bases Conversion Development Authority (BCDA) said yesterday it is not answerable to the complaints of workers in the delay of their wages for building the P27.4-billion Subic-Clark-Tarlac Expressway (SCTEX).
BCDA information officer Roy Rosales told Standard Today that only the official contractor of BCDA, Obayashi Corp., will answer the complaints of the
workers of its subcontractor William Tan Construction.
The workers of the subcontractor, through their lawyer Enrico Lainez, had earlier filed two separate complaints with the National Labor Relations Commissions in Central Luzon due to their underpayment and nonpayment of the wages since December 2005.
Rosales said BCDA’s official position in the problem is that only the Japanese contractor will answer the complaints of the workers not BCDA since BCDA has not signed any official contract with Obayashi’s subcontractor.
He explained that BCDA signed an official contract with Obayashi Corp. to construct the 93 km SCTEX.
“We are not to blame because we have not engaged in any transactions with the subcontractor of the official contractor,” Rosales said.
The Subic-Clark-Tarlac Expressway Project is a major infrastructure project of the Arroyo administration in Central Luzon and will link the Subic Freeport, Clark Field and Hacienda Luisita in Tarlac.
Clark Development Corp. (CDC) president Antonio Ng said the ongoing developments at Clark and at the airport will complement the construction of SCTEP which is expected to create and attract more investments and employment.
CDC vice president Victor Jose Luciano said that more air carriers are expected to operate at Diosdado Macapagal International Airport in the coming months.
Clark will also host the forthcoming 10th Hot Air Balloon Fiesta on Feb. 9 to 12 at the Omni Aviation Complex were 24 hot air balloons including those from the Europeans will hover the skies of Pampanga.
Luciano said the activity will attract more foreign and local visitors since Clark have been the site of hot air balloon fiesta in 1994.
