USAR EXERCISES

Olongapo City hosted the Urban Search and Rescue (USAR) Familiarization Course for local emergency responder groups this April 11-13, 2008 followed by the Asia-Pacific USAR Exercises conducted at Subic Bay Freeport Zone (SBFZ) from 14th-18th of the month.

Through the initiative of Mayor James “Bong” Gordon, Jr., and in coordination with the National Disaster Coordinating Council (NDCC), the USAR Familiarization Course was conducted at the FMA Hall of City Hall facilitated by representatives from NDCC and the Office of Civil Defense – Training Division.

The training focused mainly on strategies and methodologies used in search and rescue operations, emphasizing its goal to rescue the greatest number of people in the shortest amount of time, while minimizing the risk to the rescuers.

Different Rescue Teams from different parts of the country participated in the USAR familiarization course including the Olongapo City Fire Rescue Team, Makati Rescue Team, Pasig Rescue Team, Emergency Response Unit Foundation, Davao Central 911, SBMA Fire Department, Army Reserved Command at MMDA Rescue.

Meanwhile, the training course was followed by the Asia Pacific Urban Search and Rescue Exercises at Subic Bay Exhibition and Convention Center (SBECC) which was organized by the International Search and Rescue Advisory Group (INSARAG). Attended by International and local USAR Teams, the exercises went from April 14-18, 2008.

The Asia-Pacific USAR Exercises is part of the yearly simulation-exercises and awareness training courses organized by INSARAG which aims to provide a vehicle to introduce and practice disaster response coordination methodology as defined in the INSARAG guidelines.

INSARAG is a global network of more than eighty (80) countries and disaster response organizations under the United Nations’ umbrella. It aims at establishing standards for international USAR teams and methodology for international coordination in earthquake response.
