CSC Bares Semifinalists - two from Zambales

CSC bares 63 semifinalists in search for outstanding public officials and employees

Fidel E. Diñoso (Philippine Merchant Marine Academy, Zambales) and Edmond G. de Jesus (Subic Bay Metropolitan Authority, Zambales) made it to the semifinals

A total of 63 out of 126 nominees made it as semi-finalists to the government’s annual, nationwide Search for Outstanding Public Officials and Employees, the Civil Service Commission (CSC) reported.

Of the number, 27 are vying for the Presidential Lingkod Bayan (LB) Award, 17 for the Pagasa Award, and 19 for the Dangal ng Bayan (DNB) Award, all of whom need to hurdle the validation and final deliberation phases before the Commission comes out with the roster of awardees.

The LB Award semi-finalists are Eric E. Noble (Philippine National Police [PNP], Pangasinan); Jovita M. Datuin (Ilocos Integrated Agricultural Research Center, La Union); Land Management Service-CENRO Laoag City (Department of Environment and Natural Resources [DENR], Ilocos Norte); Project Revita Team (Municipal Government of Rosales, Pangasinan); Gumersindo D. Lasam, posthumous (Department of Agriculture [DA], Cagayan); Jaime T. Lazatin (City Government of San Fernando, Pampanga); Leandro Jun C. Lacsamana (Talavera Water District, Nueva Ecija); Fidel E. Diñoso (Philippine Merchant Marine Academy, Zambales); Jerry L. Pelayo (Municipal Government of Candaba, Pampanga); Francisco N. Gomez Elementary School, Manila); Josefina R. Martin (Quedan Rural and Credit Guarantee Corporation, Quezon City); Marcelino C. Libanan (Bureau of Immigration, Manila); Gonzalo Benjamin A. Bongolan (Home Guaranty Corporation, Makati City); Nimfa C. Vilches (Supreme Court of the Philippines, Manila); Jose Narciso Melchor C. Sescon (Ospital ng Sampaloc, Manila); Daniel E. Tataro (PAF, Pasay City); and Eugene B. Patinglag (Adiwang Elementary School, Benguet).

The LB Award is conferred on an individual or group of individuals for extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.

The Pagasa Award, meanwhile, is conferred on an individual or group of individuals for outstanding contributions resulting from an idea or performance that directly benefit more than one department of the government.

The DNB Award is given to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of his/her observance of the eight norms of behavior under Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).

President Gloria Macapagal-Arroyo will confer the awards to the exemplary civil servants on September 17, 2009 at the Malacañang Palace in line with the celebration of the 109th Philippine Civil Service Anniversary. (CSC-13/PIA)
