MAYOR GORDON CREATES CEMC

In his desire to intensify energy conservation and efficient utilization of power by Olongapo residents, Mayor James ‘’Bong’’ Gordon, Jr. has created the City Energy Management Committee (CEMC).

Through Executive Order (EO) No. 53 (Series of 2010) entitled, ‘’Creating the City Energy Management Committee and Institutionalization of the Energy Conservation Program’’, Mayor Bong Gordon compels the need for the city government to undertake an energy management program.

The City Energy Management Committee (CEMC) is composed of the following

City Administrator

Vice- Chairman: Engr. Luisito Lopez
Gen. Manager, Public Utility Department

Members: Engr. Roberto Alvarez
CityEngineer

Engr. Joel Francisco
Planning Officer III
City Planning and Development Office

Mr. Vic V. Vizcocho, Jr.
Head, Public Affairs Office

Engr. Rogelio Payumo
Assistant Department Head
Environmental Sanitation and Management Office

PB Jesus Ricardo Federico – Kalaklan
Representative from the Barangays

Naomi Arzadon
Division of City Schools, DepED
Assistant City Schools Superintendent
Representative from National Offices

The EO mandates that each department and offices of both national and local government as well as the seventeen (17) barangays will designate a senior official who will act as Energy Conservation Officer (ECO) in his or her respective area of responsibility who will monitor if the programs on energy conservation is adopted and implemented.

The CEMC includes the following duties and responsibilities:

1. Formulate programs and procedures that will promote energy efficiency and conservation measures for adoption by both the public and private sectors;
2. Conducts energy efficiency seminars, energy surveys, audits and spot checks on various offices and institutions;
3. Coordinate with the ECOs for the proper and effective implementation of energy efficiency measures;
4. Adopt other measures not contrary to the existing laws, rules and regulations for the implementation of the Energy Conservation Program;

At recent, the CEMC convened on August 24, 2010 wherein programs, rules and policies are adopted and will be approved by Mayor Gordon for implementation.
