DepEd holds national reading test for Grade 3 pupils Feb. 28

DepEd Officer-in-Charge (OIC) Undersecretary Fe A. Hidalgo announced through DepEd Memorandum No. 10, Series of 2006, that the day-long test, to be administered by the National Education Testing and Research Center (NETRC), specifically involves reading comprehension in English and Filipino, considered tool subjects in grade school.
Hidalgo explained that the NTR primarily seeks to evaluate the silent and oral reading ability of Grade 3 learners and determine their reading comprehension level on English and Filipino which also serve as the medium of instruction in both elementary and secondary schools.
According to Hidalgo, the NTR will be given a weight of 25 percent in the fourth grading periodical test of all third graders.
The acting Education secretary said the conduct of the first-ever reading examination is in line with the three-year-old DepEd "Every Child A Reader" (ECAR) program which stipulates that every elementary school pupil should be already a "reader" at the end of Grade 3.
Hidalgo, who started her education career as a classroom teacher in her native Batanes, said the NTR for English and Filipino is designed to strengthen basic education whose low quality has long been the object of public criticism.
She said the DepEd has programmed appropriate measures to provide necessary academic assistance to all Grade 3 children who will not make good in the NTR.
The NETRC has designated all public elementary school principals as NTR examiners in their respective schools with selected teachers serving as room supervisors and room examiners.
