VFA exec faces raps
OMBUDSMAN Merceditas Gutierrez has vowed to evaluate the criminal cases filed against Executive Director Zosimo Paredes of the Presidential Commission on the Visiting Forces Agreement.
The charges of usurpation of official functions and unlawful utterances against Paredes stemmed from his press statements contradicting the recommendation of the bicameral Legislative Oversight Committee on the VFA to terminate the agreement.
In a series of press releases, Paredes implied that he was speaking for the Commission even if he had no authority to do so, thus usurping the official function of Foreign Affairs Secretary Alberto Romulo under Executive Orders No. 199 and 67.
Romulo also chairs the Presidential Commission on the VFA, Journal.com.ph
