Olongapo City bags most child friendly city in CL

Olongapo City was again adjudged as Central Luzon's Most Child Friendly City, highly urbanized category, for the year 2006.

Margarita Sampang, regional director of the Department of Social Welfare and Development (DSWD), on Wednesday said that the search was launched in November 30, 1999 by virtue of Executive Order No. 184, the Presidential Award for the child Friendly local government units.

Sampang said a strategy for the promotion, protection and realization of children's rights and the search gives recognition to municipalities/cities that are considered child friendly.

She added that it also aims to encourage local government untis to prioritze and address issues affecting the full realization of the rights of children.

Olongapo city, three-time national lwinner of Most Child Friendly City, was chosen among the other entries for its innovative programs and projects ensuring the promotion and protection of the right sof children to helath an dnutiriton, education, development and participation.

The city has continuously and consistently implemented programs through effective networking with various government agencies, non-government organizations and other civic groups. Noteworthy to mention are the Center for Excellence, (CENTEX), a program for gifted children and the Olongapo Centrer for Assistance, Rehabilitation and empowerment (OCARE), a non-stop action center that provides temporary shelter for perosns with special needs.

This year's regional winner has also maintained its operation of the Social Development Center for children, youth and women in need of special protection,. it has also set up the Early Childhood Care and development (ECCD) Center, a venue for children's activitiies and other activities like training, livelihood, legal assistance, spiritual enrichment, and socio-cultural events.

Moreover, the active participation of hte Barangay Council for the Protection of Children (BCPC) in al the barangays and the City Council for the Protection Children (CCPC) played significant role in the successful implementation of programs and services for children.

The presence of recognized community organizations and functional committees has likewise contributed to the efifcient and effective delivery of services to children and youth and other sectors.

Other notable accomplishments geared towards the development of children include the presence of organized youth groups who are actively involved in the BCPC and act as child advocates.

The youth's participation in community activiites like the clean up dirve, children's month celebration, "Linggo ng Kabataan" nd sponsorship of a resolution on anti-pornography also contributed to the empowerment of the youth in the said city.

Furthermore, the children in conflict with the law (CICL) are also being managed appropriately by implementing the diversion program or custodial care as stated under the Juvenile Justice and Welfare Act of 2006.

The children in need of special proteciton are likewise temporary sheltered in separate welfare home for boys an girls. (PNA)
