STL generates P1.5B in revenues for gov’t

The government-run Philippine Charity Sweepstakes Office (PCSO) has raised P1.594 billion in gross sales from the small town lottery (STL) and is set to introduce a ticketing system to stamp out for good its illegal counterpart, “jueteng.”
At least 16 corporations, granted permits by the PCSO to operate the game in various parts of the country, raked in the sales from Feb. 28, 2006 to June 30, 2007, Romualdo Quiñones, PCSO-STL project officer, told the Inquirer by phone on Wednesday.
He said the national government directly benefited from the game by the PCSO’s payment of at least P79.724 million in taxes, or 5 percent of gross sales, to the Bureau of Internal Revenue.
The biggest beneficiary of STL proceeds is the government’s charity fund, totaling P430.51 million, Quiñones said.
The PCSO board of directors has also approved a resolution granting the request of the League of Mayors and the recommendation of STL-authorized agents to release, starting July, the shares of local governments and Philippine National Police units in areas where the STL is run.
Local governments are to get P143.503 million, or 10 percent of the net receipts of P1.435 billion. Provincial governments are allocated P71.751 million, or 5 percent of net.
The PNP’s net share of 5 percent totalled P71.7 million. Of that amount, 0.5 percent is to be given to each PNP national office and regional unit.
PNP provincial commands are to get 1 percent while units in towns and cities share the 3 percent remainder.
Quiñones said agent-corporations were getting 5 percent in commissions.
STL license holders are Pirouette in Quezon; Lake Tahoe, Angeles City; Sunset Bay, Bataan; Royal Diva, Occidental Mindoro; Ramloid, Laguna; Diamond Gaming, Bulacan; Super Lucky Beagler, Negros Occidental; Iloilo STL Gaming Corp., Iloilo City; Sun Cove, Pampanga; NorthTrails Resources, Tarlac; SierraNuestra, Oriental Mindoro; Lucky Pick Amusement, Ilocos Norte; Pilipinas Pacific Rim, Albay; Golden Matrix, Olongapo City; and Batangas Enhance Technology Systems, Batangas.
