Gordon wants Senate to conserve energy

Complaining of freezing temperatures at the Senate, Sen. Richard Gordon yesterday pushed for the conservation of energy in the chamber, which is costing the government about P35 million a year.

During plenary session, Gordon stressed the need to purchase thermostat machines to control the centralized air-conditioning system at the Senate.

Gordon manifested his position at the start of the session, prompting Senate President Manuel Villar to briefly call for a suspension. Villar said the Senate would follow up an earlier request for the procurement of thermostat machines.

“The Senate enjoys a centralized air-conditioning system which has varying numbers of handling units or blowers per floor,” Gordon said, citing that the second floor had seven blowers while the fifth floor has four.

One air-conditioning unit cools around six rooms in the Senate.

Records from the Senate Maintenance and General Services Bureau showed that the Senate’s electricity consumption for the past three months totaled 154,000 kWh amounting to P1.078 million.

From Dec. 31, 2007 to Jan. 7 this year, the Senate used only 31,500 kWh amounting to P234,730.15. During the period covering Dec. 7 to 31, 2007, the Senate used 78,500 kWh totaling P733,808.05.

Gordon said the thermostat unit for the session hall would cost P520,000.

The chief of the Senate maintenance and general services bureau has reported to Gordon that thermostat procurement for the session hall is already undergoing the bidding process.

The senator from Olongapo stressed the need to conserve energy and resources at the Senate after learning that the government bureaucracy paid P5.148 billion in electricity expenses and P2.662 billion for gasoline and oil lubricants in 2005.

This translates to a power bill of P21.4 million per day in 2005.

Citing results culled from the Commission on Audit report for 2006, Gordon reported that the utility expenses of the Senate amounted to P34,606,205 or P 8,661,551 per quarter or P2,887,183.67 per month.

Broken into electricity expense, records showed that the Senate spent P7.768 million per quarter or P P2.589 million a month, while water expenses cost P883,484 per quarter or P294,494.66 per month.

“It’s very cold here, you can even preserve meat,” Gordon said, comparing the temperature at the Senate to a meat freezer.

The Senate has been implementing cost cutting measures since it reduced the five-day work week to only four days, from Monday to Thursday. By Christina Mendez - PhilStar
