BoC execs face raps
THE Presidential Anti-Smuggling Group has ordered the investigation of and filing of criminal and administrative charges against Bureau of Customs personnel at the Port and Sub-port of Currimao, Ilocos Norte for diverting five container vans of untaxed imported luncheon meat.
Undersecretary Antonio “Bebot” Villar, PASG head, said Ramon D. Imbisan, BoC wharfinger, and other personnel at the sub-port of Currimao, will be investigated and prosecuted along with Richard Guerrero, operation manager of Aurum Consolidated Inc., and Josephine Cruz, marketing manager of Value City Sales, Inc. for diverting the contraband shipment from Clark Field, Pampanga to Poro Point in La Union.
He said a PASG team went to Poro Point last April 29 to serve the warrant for seizure and detention for the 12,025 cases of Hormel luncheon meat worth P23 million reportedly owned by Value City Sales, Inc.
The PASG team led by Jovellano L. Templo, Jr. , accompanied by seven PCG personnel, served the warrant to Aurum Pacific Consolidated, the consignee of the shipment. The five container vans were inspected at Warehouse No. 3 under the supervision of Jocelyn Estigoy, BoC examiner.
Present were Estigoy, BoC examiner; Eldon Lomeng, Bernardo Nudo, both CIIS, BoC; Rodolfo Morales, ESS, BoC; Ramon Imbisan; wahrfinger, BoC; Loyd Camangeg, BoC, POD; and Felipe B. Lunag, COO lll, sub-port of Currimao.
Instead of receiving it, Guerrero handed the PASG team a letter addressed to Imbisan and a waiver of liability signed by Josephine Cruz, the authorized representative of Value City Sales, Inc.
The team went to the office of Imbisan but he said the matter should be addressed to his superior, Felipe Lunag.
As per Foreign Transshipment declaration issued by SBMA with Control No. 59928, the cargo were to be shipped only to Vietnam via the Currimao port but it was transported from Subic to Currimao and received by the erring BoC officers.
He said BoC personnel in Currimao were obviously “in cahoots” with brokers, transhippers and other BoC officials to include Subic. Journal online- By: Alvin Murcia e
