Soldiers in Masinloc mining firm takeover ordered restricted
The military has ordered the restriction of Army soldiers who reportedly assisted controversial retired general in taking over a mining firm in Masinloc town Zambales last Tuesday, while an investigation is being conducted on the incident.
Armed Forces public information office chief Lt. Col. Bartolome Bacarro, however, admitted it cannot take action against retired Army Maj. Gen. Jovito Palparan since he is no longer connected with the Armed Forces.
A video of the incident showed Palparan and soldiers from the Army’s 24th Infantry Battalion while holed at the firm. Reports had it that Palparan was merely tapped by a stockholder re-assert his claim on the firm.
Palparan and the soldiers were dislodged, without any resistance, from the firm by operatives of the PNP’s Special Action Force. Palparan last position in the military was as commander of the Palayan City-based 7th Infantry Division.
Bacarro said Army chief Lt. Gen. Alexander Yano directed the 7th Infantry Division, headed by Brig. Gen. Ralph Villanueva, to initiate the probe on the incident, purposely to determine what really transpired.
“We are hoping that the investigation would be completed as soon as possible so that we could shed light on the circumstances behind the said incident…If ever soldiers would be found to have been directly involved, they will be subjected to further investigation and they shall be death with accordingly," said Bacarro.
“I was informed that the soldiers involved in the incident, by virtue of the fact that they will be
investigated, are restricted. They are restricted for the purpose of them being available during the conduct of the investigation," added Bacarro.
Bacarro at the same time said that Palparan should not supposed to be interfering with the military since he is already retired.
Palparan - who is being linked by leftist organizations as responsible for the rash of extra-judicial killings - retired from the service in September 2006 upon reaching the retirement age of 56.
“General Palparan is already retired and in a way, he has no jurisdiction or any authority to direct our soldiers... The mere fact that general Palparan is already out of the service, we don’t have any jurisdiction over the actions that he has taken," Bacarro said.
“We don’t have any jurisdiction over the person of general Palparan but as to the involvement, the probable or alleged involvement of active military soldiers in that incident, the Armed Forces of the Philippines can take sanctions or can make appropriate actions against those individuals who may have violation," Bacarro added.
Bacarro could not say how many soldiers are being subjected to the investigation and their probable offense. “As of now, we don’t have the numbers yet but there is a unit being mentioned….At this point in time, we cant really say what really happened, pending the result of the investigation." - GMANews.TV
