UPS asks BOC to extend automated export system to Subic locators

A LOCAL unit of logistics firm United Parcel Service (UPS) has asked the government to extend its automated export documentation system (AEDS) to the locators of Subic Bay Free Port, most of which are exporting electronics products.

Subic Bay Metropolitan Authority (SBMA) Administrator and chief executive officer Armand Arreza has already submitted the final draft of a joint memorandum order for the use of AEDS for Subic’s locator that will export their products to either Ninoy Aquino International Airport in Manila or Diosdado Macapagal International Airport (DMIA) in Clark Field in Pampanga.

The Bureau of Customs, however, still has to act on the said proposal.

According to the letter of Maurice Gohoc, country manager of UPS-Delbros Transport Inc., sent to BOC, his clients in Subic were “burdened” by the manual export documentation systems.

“Toward enhancing competitiveness of economic-zone export producers and improving the utilization and commercial viability of the DMIA, we, therefore, appeal to the BOC, SBMA and CDC [Clark Development Corp.] to replicate implementation of AEDS at the DMIA,” Gohoc said in his letter.

He said there will be no cost to any of the government agencies when the AEDS is extended to Subic locators, and all BOC needs to do is to issue an order.

The said automated system has been implemented by BOC to the country’s major airports, including those in Cebu and Mactan, for the last six years but it was limited to the locators of the Philippine Economic Zone Authority (Peza), an agency that manages more than a hundred ecozones all over the country.

It was only last year when BOC added the locators of Clark Special Economic and Free Port Zone, but was only limited to Peza locators.

“In view of this, we have been burdened with having to use the manual export-documentation systems for the exports of Subic Special Economic and Free Port Zone locators for loading unto UPS flights out of DMIA,” Gohoc said.

On-time delivery is vital to the competitiveness electronics exports.

Subic has its own airport, but since its capacity is limited, the Clark facility that can handle larger planes is the nearest international airport. Written by VG Cabuag / businessmirror.com.ph Reporter
