Payment of school fees not an enrolment prerequisite
DepEd Region 3 director reiterates Hidalgo’s policy

SAN FERNANDO CITY, Pampanga – Payment of school fees and other contributions is not a prerequisite for enrolment in all public elementary and secondary schools in Central Luzon.
This was stressed here by Dinah Mindo, Region 3 director of the Department of Education (DepEd), who also said that all fees and other school contributions are voluntary, and not compulsory in nature.
Mindo, in her memorandum to the field, required all school division superintendents, school administrators and teachers to explain very well to parents and students DepEd Order No. 20, series of 2006, which embodies acting Education Secretary Fe Hidalgo’s policy on enrolment and on collection of school fees and contributions.
The contributions, Mindo said, include those for Boy Scout, Girl Scout, Red Cross, anti-TB, parent-teacher-community association, identification card, and school publications.
Mindo also said that parents enrolling their gradeschool children should also not be required to sign any promissory note for contributions or fees they are unable to pay.
She said that authorized contributions may later be collected during specified periods or schedule but never on enrolment days.
Mindo reminded school administrators and teachers that those who disregard DepEd’s no collection policy during enrolment time would be administratively sanctioned.
Meanwhile, Mindo reported the smooth enrolment activities during the past two weeks in the schools divisions of Bataan, Balanga City, Aurora, Munoz City, Bulacan, Malolos City, Nueva Ecija, Angeles City, Pampanga, Cabanatuan City, Tarlac, Zambales, Olongapo City, San Jose del Monte City, Gapan City, Tarlac City, and San Fernando.
The DepEd region 3 chief attributed the orderly enrolment activities largely to the implementation of "Oplan Balik Eskwela" enforced in cooperation with the heads of concerned agencies, including the police, Philippine Information Agency, and the departments of interior and local government, health, military, and trade and industry.
