BCDA: Tollway finished on time
CLARK FIELD, Pampanga— The Bases Conversion and Development Authority admitted that there is a 6.7-percent slippage in the construction of the 93.77-km Subic-Clark-Tarlac Expressway but the tollway will be completed as scheduled and within budget.
BCDA president Narciso Abaya said the slippage was mainly due to right-of-way problems but the entire project is already 53.1 percent complete and about P11.16 billion has already been spent on it.
“We are confident that we will be able to meet our target by November 2007,” Abaya told reporters in a news briefing at the Red Crab Restaurant inside the Clark Special Economic Zone.
He said the right-of-way problem in the Mabalacat portion of the tollway was caused by the sudden increase in the zonal valuation of land in the area but, he said, Finance Secretary Margarito Teves has ordered a stop in the increase of the zonal valuation of Mabalacat lands and ordered the Bureau of Internal Revenue to bring back the original zonal valuation system.
“This has been solved by Secretary Teves and we are now moving on with our project at the Mabalacat section,” he added. Abaya said that the development agency has already spent some P500 million out of the programmed P800 million for right-of-way problems. By Rendy Isip - Manila Standard Today
