BoC seizes P200-M worth of generators, unveils new smuggling scheme

The Bureau of Customs (BOC) seized a shipment of industrial generators worth P200-million in Subic as it unveiled a new smuggling scheme.

Customs Commissioner Napoleon Morales and Intelligence and Enforcement Group Deputy Commissioner Celso Templo led the inspection last week and seized some 24 containers of industrial generators at Mariveles, Bataan.

Morales said the containers are just part of a 37-container shipment with duties and tax exemption certificates released at Subic Port last May 23.

The consignee, NPC Alliance Corporation, a company engaged in selling and renting of high-capacity type generators, was able to avoid paying the computed duties and taxes for their shipment documented to have a commercial value of over P200 million.

Morales said NPC Alliance Corporation applied for duties and tax exemption from the Department of Finance (DoF) on the pretense that their company will hold a 17-week exhibit in their warehouse.

The Revenue Express Lane officer of the DoF granted the exemption under the condition that these generators will be used solely for exhibition purposes and shall be re-exported after the exhibit. And that NPC Alliance Corporation shall post a re-export bond equivalent to 150 percent of the assessed duties and taxes. The certificate of exemption was used in the filing of the import entry to clear and release the shipment.

The BOC chief said the importers could have gotten away with their actions. However, during a standard documents profiling, Customs Intelligence and Investigation Service officers at Subic Port verified that no exhibit was taking place at the NPC Alliance Corp warehouse and that these generators are actually for sale. During the verification, the CIIS officers discovered that 13 generators allegedly have already been sold.

"This is a new scheme to skirt payments of taxes. Dishonest importers are getting creative in thinking up of new ways to cheat us," he said adding that this is the first time they encountered such a scheme to avoid duties and tax payments.

Morales directed Intelligence Chief Dino Tuason to inspect the warehouse in Bataan on the recommendation of CIIS Director Jairus Paguntalan.

Subic District Collector Tita Zamoranos also issued and served a warrant of seizure and detention.

Morales ordered the filing of administrative and criminal cases against NPC Alliance and all those found to be in collusion with them.

Meanwhile, 14 luxury vehicles seized by the now defunct Task Force on Anti-Smuggling last March and turned-over to Port of Subic were forfeited in favor of the government.

The said vehicles, estimated to be worth over P100 million will be auctioned off with the proper duties and taxes included in the floor prices. (PNA)
