SBMA chief defends exec on smuggling rap

SUBIC BAY FREEPORT ZONE—Subic Bay Metropolitan Authority Chair Feliciano Salonga defended his beleaguered partner in managing the Subic Bay Freeport, SBMA Administrator Armand Arreza, saying there should be a division of labor between the SBMA and the Bureau of Customs, particularly in the campaign against smuggling.
“And it should be defined clearly,” Salonga said in reaction to a report naming three SBMA officials as part of an alleged conspiracy in smuggling 16 luxury vehicles out of the freeport.
The report said the Presidential Anti-Graft Commission has recommended the filing of charges against Arreza, Jose Calimlim, SBMA deputy administrator for operations, and Perfecto Pascual, seaport manager.
Calimlim also heads a group which has now been widely known as the Subic Task Force on Anti-Smuggling. The group is complimented by a 176-member composite team from the Philippine National Police, the SBMA and the Department of Justice, and works on an annual budget of P36 million.
Also facing charges for falsification of public documents and violation of antigraft practices law are five BOC officials, including Subic Customs Collector Marietta Zamoranos.
