BCDA to sell Napolcom property in Fort Boni
STATE-RUN Bases Conversion Development Authority will auction the National Police Commission property at Fort Bonifacio in Taguig City.
The property is one of those excluded from sale under Republic Act 7227 and, therefore, subject to privatization only through joint development arrangements where the titles are not transferred to third parties.
Aileen Anunciacion R. Zosa, BCDA vice president for corporate planning and business development, said the seven-hectare Napolcom property will be bid out either for listing or joint venture, with Napolcom as the primary beneficiary of the bidding proceeds pursuant to various executive orders.
Zosa further said the proposals must address the housing and office requirements of BCDA and its mother department, the Department of the Interior and Local Government.
“The benefits or revenues will go to the Napolcom, which will be used to facilitate the housing of employees,” Zosa said.
She said the Fort Bonifacio property will be developed for mixed-use facilities, while the share of DILG will be used for office spaces.
“The DILG and Napolcom employees are not attracted to the site for housing purposes, because of limited access to the public,” Zosa said.
She said that the sharing will be up to the developer, but it should not be below the minimum bid price. “The minimum bid price is the fair rental value, while under a joint venture it is only limited to 50 years,” Zosa said.
“The planned bidding is to ensure the integrated and seamless development of the entire Fort Bonifacio” she said.
A conference among interested proponents is on December 13, 2007.
