March 2008 deadline for expressway attainable
The targeted March 2008 opening of the Subic-Clark-Tarlac Expressway is attainable, the Bases Conversion and Development Authority (BCDA) said Monday.
With 91.5 percent of its scheduled work completed, retired Gen. Eduardo Lena, BCDA-SCTEX program manager for Engineering and Construction, said the toll road may be fully operational by March "considering the rate of work being accomplished" by the contractors of the two-package project.
As of December 5, Lena said, Package 1, which covers the stretch of Subic to Clark, is 88.59 percent complete, while Package 2, which runs from Clark to Tarlac, is 95.97 percent complete.
The Subic-Clark stretch, which includes three major bridges and 22 minor spans, will have four interchanges. Its total contract amount is P12.70 billion.
An additional interchange, the Clark South Interchange, will be added to the Clark-Tarlac section, which has 10 bridges, including the 1.16-kilometer Sacobia-Bamban Bridge.
Lena said the Hasama-Taisei-Nippon Steel (HTN) Joint Venture, the Package 2 contractor, has promised to have its part of the project finished on or before March 15 next year.
The Kajima-Obayashi-JFE Engineering-Mitsubishi Heavy Industries Co. Ltd. (KOJM) joint venture, that is undertaking Package 1, is also upbeat in completing the project before the new deadline, he said.
The new deadline moved to four months longer the construction deadline which was originally set last November. The new deadline was agreed upon by BCDA and KOJM on November 5, 2007.
Construction for the whole project commenced on April 21, 2005.
Lena said however that the March 2008 deadline could be attained if there would be no major defects that would be found in the punch listing process.
Some 5.4 lineal kilometers of Package 2, mostly those found to have bumpy surface, have been rectified.
BCDA is expecting the same amount of rectification to be done at the Package 1, said retired Gen. Robert Gervacio, BCDA program manager for operations and support services and SCTEx spokesperson.
BCDA is also set to sign an interim service agreement with another joint venture for toll operations and maintenance of the entire 93.77-kilometer toll road.
Isaac Puno III, BCDA executive vice president and SCTEx project director, said the government is now reviewing the contract for the interim O&M agreement.
Bidding for a long-term O&M operation will be held in January, he said.
