EARLY FLOOD WARNING SIMULATION EXERCISE
The City Disaster Coordinating Council (CDCC) held a coordination meeting, with Disaster Management Office (DMO) chief Angie Layug presiding on September 9, 2008 to discuss the planned Community Based Flood Early Warning System Simulation Exercise on September 20, 2008 at a selected purok in Barangay Old Cabalan and West Bajac-Bajac.
Present during the meeting were Office of Civil Defense Regional Director Neri Amparo, City Social Welfare Development Office (CSWDO) chair Gene Eclarino and City Engineer Aser Mallari. Also present were key persons of the CDCC, barangay captains and members of the respective Barangay Disaster Coordinating Councils (BDCC) of the city.
The simulation exercise will be held in order to prepare communities that are at high risk for floods, particularly those in the low-lying areas.
The rest of the city’s barangays are urged to participate and observe the exercise to gain awareness on what to do in critical situations.
“The simulation will demonstrate early warning, information dissemination, mobilization of the BDCC, evacuation of the affected families and monitoring. It will be held in order to evaluate the response time of the CDCC and BDCC, the system of evacuation and the cooperation and organization of the people,” said Layug.
The CDCC is currently preparing the pilot communities through a series of meetings and information dissemination.
Also part of this simulation exercise is the analysis of data from early warning devices such as digital rain gauge and water level gauge. It can be recalled that a training on the use and data analysis of these devices was recently held.
“Importante ang data mula sa mga gauges na ito dahil ito ang magpapahiwatig na yung mga mabababang lugar ay at risk na sa pagbaha. Pagkabasa ng mga observers, ito ay ibabahagi sa Disaster Management Office (DMO) para mabigyan ng proper response,” explained Amparo.
This simulation exercise is part of the implementation of the city’s Emergency Response Plan.
“Kailangan handa tayo palagi sa anumang mangyayari,” said Layug. “Kaya sa pamamagitan ng mga exercise na tulad nito, handa tayo at alam natin ang gagawin pagdating ng mga ganitong pagkakataon.”
