RULES AND REGULATIONS FOR THE USE AND OPERATION OF MOTORCYCLES IN HIGHWAYS
Due to the alarming increase in the number of accidents involving motorcycles around the country, the Land Transportation Office (LTO) issued an Administrative Order providing the use, traffic rules and operating regulations regarding motorcycles on highways.
In Olongapo City, Mayor James ‘Bong’ Gordon Jr. tasked the Office of Traffic Management and Public Safety (OTMPS), headed by Col. Joe A. Aquino Jr., to disseminate information to motorists and the public regarding this administrative order.
The following are some of the provisions included in the administrative order:
1. Compulsory registration of motorcycles and scooters.
2. The display of the number plates issued by the LTO. It shall also be kept clean and affixed to the vehicle where it can be visible.
3. The respective speed limits in different thoroughfares and roads.
4. Passenger and cargo load- Only one (1) back rider shall be allowed per vehicle and he/she must be provided with a seat and a footrest.
5. Wearing of a standard helmet.
6. The use of motorcycle equipments and accessories such as ng headlight, tail light, signal light, brake light, side mirror and horn.
The administrative order also includes the punishments and penalties to the violators.
For drivers and passengers not wearing the helmet, a fine of one thousand five hundred pesos (P 1, 500) with an accessory penalty of the driver or the rider attending a traffic management seminar to be conducted by the LTO shall be imposed.
For carrying passengers other than one (1) back rider or cargo exceeding the prescribed limit, a fine of one thousand pesos (P 1,000) shall be imposed.
For motorcycles with defective accessories, a fine of one thousand pesos (P1,000).
The OTMPS will be implementing these rules and regulations strictly and will be enforcing the prescribed penalties and punishment to those who will violate the provisions provided in the administrative order.
‘Ang batas trapiko ay napakasimple and it will make a huge difference if the motorists will follow all of them. Hindi lamang nito mababawasan ang mga aksidente kundi ipapakita nito ang kanilang disiplina,” Mayor Gordon said.
