BARANGAYAN ’09 IN OLONGAPO
The Department of Interior and Local Government (DILG) in Olongapo City initiated a series of consultations and seminars for the officials of the 17 barangays aimed at improving and strengthening their capabilities for a more effective delivery of frontline services to their constituents.
Dubbed as Barangayan ‘09, the project was in coordination with Mayor James “Bong” Gordon, Jr. and the Liga ng mga Barangay.
According to DILG City Director Eliseo De Guzman, “Barangayan assures and insures improved and productive outputs from the concerned barangay officials and consequently, these actions will be beneficial to the people in the barangay.”
Topics discussed include “Hierarchy and Relationships in the Barangay Government; Barangay Development Planning; Barangay and Sangguniang Kabataan (SK) Budgeting; Katarungang Pambarangay; and the Basic Barangay Based Institutions.”
The final output of Barangayan is the submission of a Comprehensive Barangay Profile (CBP) of every barangay, the best of which will be duly recognized.
This CBP was launched to develop a comprehensive profile that provides the general characteristics of a certain locality, its demography, social, cultural and economic dimensions, its potential as well as its weaknesses.
Gordon said, “This document will be the primary source of information on the community and will be very useful to potential entrepreneurs as a basis in profitable business opportunity for the barangays.”
“More importantly, this profile will provide the city factual basis for planning and decision-making in expediting the deliverance of public service,” the mayor concluded.
All 17 barangays complied and submitted their first CBP which was evaluated by the Validation Committee composed of the DILG City Director, Coordinators from the City Planning and Development Office, the City Health Office and the City Social Welfare and Development Office on May 27, 2009 at Driftwood Beach, Barangay Barretto.
The winners of the search are guaranteed cash incentives from the city government and trophies and plaques of recognition from the DILG. Winners will be announced sometime July.
