(Jeff Tombado/Ellen Fernando - Ang Pilipino STAR Ngayon)

KIDAPAWAN CITY -- American soldiers who will be training their Filipino counterparts in a month-long exercise in Carmen town have been advised to behave following the controversy over a rape case filed by a Filipina against US Marines in Subic.
North Cotabato Board member Jun Garcesa said the military has assured them that US soldiers will not commit any abuse while they are in the province.
The Philippines-US military exercises will push through on Jan. 17 at the camp of the 602nd Infantry Brigade in Poblacion Carmen.
The month-long Balance Piston 06-02 training exercise will be on Small Unit Tactics, Basic Rifle Marksmanship, Advanced Rifle Marksmanship, Combat Lifesaver Training, and Field Training Exercise.
The American soldiers will also enter areas identified with the Moro Islamic Liberation Front (MILF).
But Captain Lito Demabildo, 602nd Infantry Brigade spokesperson, said the US soldiers would enter MILF areas not on a hostile mission but to give medical assistance to residents.
Demabildo said included in the exercises are humanitarian missions in three villages of Carmen. These are the villages of Tibuluan, Kibines and Malmar, known to be "MILF areas."
Eid Kabalu, speaking for the MILF, said the outreach program for residents of the three adjoining barangays is a welcome move for the rebel movement.
He, however, reminded training organizers that they should coordinate with the government and MILF ceasefire panel to "avoid mis-encounters and untoward incidents."
He admitted that residents of the area are relatives and sympathizers of the MILF.
The training, a continuation of the July 2005 exercises, will commence on Jan. 17.
Demabildo said the Army expects no hitches in this training since the one held last year was a success.
Told of the planned protests by militant groups in North Cotabato province, Major General Agustin Dema-ala, 6th Infantry Division commander, said as long as the protest action is peaceful and orderly, the protesters would be allowed to air their grievances.
Dema-ala said the training will be confined to the camp and would not in any way endanger the lives of civilians or cause damage to properties in Carmen.
Colonel Ruperto Pabustan, 602nd brigade chief, said they have decided to confine the training to the camp to avoid conflict with the MILF.
During last year's training, a Filipino soldier was killed when the rifle of his colleague fell and went off as they prepared to sleep.
Pabustan assured that the same will not happen again.
Governor Manny Piñol also assured the people of North Cotabato that what happened in Subic will never happen in Carmen.
Piñol said most of the US servicemen participating in this training are aware of the rights of Filipinos, especially women. Jeoffrey Maitem, Edwin O. Fernandez, Charlie C. Señase and Dennis Jay C. Santos, PDI Mindanao Bureau
