Construction of P21-billion highway now in full swing
Expressway project finished by end of 2007

CLARK ZONE, Pampanga – The construction of the R21-billion Subic-ClarkTarlac Expressway (SCTE) is now in full swing and scheduled to be finished by the end of 2007.
Narciso Abaya, president and chief executive officer of the Bases Conversion and Development Authority (BCDA), said that the Clark-Tarlac portion of the superhighway is now at least 24 percent complete and that the accomplishment in the Subic-Clark portion is now about 17 percent.
Abaya told reporters in a press briefing here that despite a minor slippage of four percent, the "construction work will be able to catch up with the schedule by the end of the second quarter of this year."
The four-lane toll road network will connect to each other the industrial, transport and business hubs of Subic Freeport, Clark zone and Tarlac, a vital infrastructure component of the Global Gateway initiative.
It is funded under the Special Yen Loan Package extended by the Japan Bank for International Cooperation (JBIC) to BCDA.
"The expressway project is an important anchor of the 10-point program of President Gloria Macapagal Arroyo and is part of her vision for the development of Central Luzon and the rest of the country," Abaya said.
The expressway will link the key infrastructure facilities as well as commercial, industrial and tourism centers of the Subic Freeport, Clark zone and Luisita Industrial Park in Tarlac.
The construction of the road project has been boosting local employment with some 5,000 workers hired every day. The 93-kilometer project will consist of eight interchanges, four major bridges, and 29 minor bridges.
BCDA has announced that it intends to enter into a partnership with the private sector to operate and maintain the toll road.
BCDA reported that the expressway would be extended to as far north in Rosario, La Union and would end at the foot of Kennon Road going up to Baguio City.
