PUBLIC HEARING ON TRANSPO
A Public Hearing was held in the Sanggunian Session Hall last July 16 which discussed the possible amendments of Ordinance No. 32 (Series of 2001) entitled ‘An Ordinance Repealing All Ordinance Related to the Operation of ‘For Hire’ Public Utility Jeepneys in the City of Olongapo and Establishing the Norms for Operation of such Applicable to the Present Time’.
Kagawad JC Delos Reyes spearheaded the said hearing as the head of the Council’s Committee on Transportation which was participated-in by members of the Transportation group composed of the officials and representatives from the organizations of drivers like the SRF-GODA and 6th TODA, operators/owners of jeepneys, Office of the Traffic Management and Public Safety (OTMPS), Land Transportation Office (LTO), City Planning Development Office (CPDO) and the ordinary Olongapeños.
Along with Kgd. JC Delos Reyes were Vice Mayor Cynthia Cajudo and Col. Jose Aquino also facilitated the discussions.
The said hearing focused mainly on two issues, namely the proposal to amend sec. 13 of City Ordinance No. 32 (Series of 2001) particularly the provision providing a P500 penalty on the Traffic Citation Ticket and the proposal to amend Rule III, Sec. 1-A (Disobedience to Traffic Officer) of City Ordinance No. 6, S-67.
“Minsan po ang nasabing violation partikular ang Disobedience to Traffic Officer ay nagiging dahilan ng pangungutong ng ilang mga pulis,” a driver said in relation to the second issue discussed during the hearing.
“Ang babayaran ng ating mga drivers na nag-commit ng anumang traffic violation ay P100.00 na lamang sa halip na tumataas ang halaga nito mula P100.00 (first offense) hanggang P500 sa fourth offense. Tulong na rin ito sa kanila sa hirap ng buhay ngayon,” Kagawad JC Reyes stated.
“Ilalatag rin natin na ang halagang P100.00 na bayad sa mga offenses ay may kaakibat na kaparusahan, tulad ng pagkukumpiska ng drivers license o dalawang araw na suspensiyon sa pagdra-drive at maaari ding i-require ang mga violators na mag-attend ng seminar regarding his violation bago payagang magmaneho uli,” JC Reyes added.
Kgd. Delos Reyes further said that he is going to take up the discussions on the Committee level especially the suggestions of the public regarding the punishments that would go along with the P100.00 penalty.
“Nakonsulta na natin ang publiko at naibigay na nila ang kanilang stand at ilang suggestions sa issue, so ‘yung next step natin ay dalhin ang proposed amendments sa Committee on Transportation for reporting and further discussions,” according to Kagawad JC Reyes.
After the Committee Report, the first draft of the resolution will be submitted to the Council for approval.
