PNP City Director PSupt. Oscar Albayalde's message to the city

GREETINGS!!!

GOOD MORNING AND HAPPY NEW YEAR TO ALL OF YOU!!!
I am proud to report to you this morning, this first Monday of the year 2010, that in the past year, Olongapo City enjoyed a generally peaceful environment with no major crimes committed. In the year 2009, we recorded a total crime volume of 172 incidents, significantly lower by 81 incidents as compared to the year 2008 with 253 incidents. This further reflects an average monthly crime rate of only 6.4, also lower compared to the 9.5 monthly crime rates in 2008.

This low turn out in our crime rate can be attributed to the strong partnership among the police, Local Government Unit, NGOs, Media and the community as a whole in the fight against crime and maintenance of Peace and Order in this wonderful city.

To give you a brief summary on our modest accomplishments and programs in the year 2009 and in the current year…

Our office actively implemented the campaign against loose firearms to rid the neighborhood of unlicensed guns and adopted the “gun free tourist destination” to provide our tourists, both foreign and local, a safe place to refresh and enjoy. As a result of this campaign, our office confiscated a total of 16 assorted loose firearms and arrested 19 persons.

Our campaign on illegal drugs gained momentum by maintaining an offensive stance that resulted to the apprehension of 75 suspected drug pushers and users our operations also paved the way for the confiscation of 33.24 grams of methamphetamine hydrochloride commonly known as shabu with a street value of more or less seventy thousand and more than three kilos of marijuana with a street value of 47 thousand pesos. In line also with our drug awareness campaign, our personnel continuously conducts drug symposiums in different schools in the city and distributed leaflets and flyers to students, parents and teachers to make them aware on the ill effects of drugs and make them stay away from it.

Our office also actively maintained a high level of efficiency among our personnel thru the conduct of in-hose trainings thru the assistance of the city government like the special weapons and tactics or swat, bomb technician course, explosive ordinance disposal and the K-9 training to better prepare us in the threats of global terrorism.

Our wasar training also paved the way for the successful conduct of rescue operations in Marikina and Pasig where our personnel graduates of wasar together with rescuers and volunteers from the different barangays of this city, DMO and Red Cross where tapped to provide assistance and rescue to the hundreds of victims during the onslaught of typhoon “Ondoy” in the said cities.

I am also proud to announce that in our untiring quest for the delivery of excellent police ad public safety services and maintenance of Peace and Order in this city, we are one of the three finalist in the search for the best barangay peacekeeping action teams nationwide and we are optimistic that after the impressive demonstrations and actual inspection in Brgy. Sta. Rita made by the inspection team from Camp Crame last December 28, we will end up victorious and bag the best BPAT come the celebration of the PNP day on January 29 this year.

The recently concluded major city events such as the Peaceful conduct of the Mardi Gras and City Fiesta are just but some of the activities in this city that greatly manifest the cooperation and collaboration among all stakeholders towards the attainment of a common vision of making Olongapo City a peaceful place to live, work and do business.

And I’m sure, with the forthcoming national and local elections, we all again share one dream of attaining an honest, orderly and peacefulelection in this city.
And lastly, as we celebrate the 16th PNP Ethics day, Let me congratulate all the awardees and enjoin them to continue to be a shining example for others to emulate.

Let me just assure you that although we may have gained so much in our peace and order campaign and earned national tributes, we will not settle with our achievements but will continue on strengthening and modifying our strategies in the maintenance of peace and order and in our campaign against criminality…
