50 car-loving bureaucrats charged

OMBUDSMAN Merceditas Gutierrez yesterday named 16 of 50 government officials and employees, including one town mayor, a vice mayor and two Quezon City councilors, who were accused of illegally using government vehicles. Assistant Ombudsman Mark Jalandoni said the officials and employees will be charged with violating Article 217 of the Revised Penal Code, or malversation of public funds and property.

He identified the officials as Candelaria Mayor Jean Moraa of Zambales, Marikina Vice Mayor Marion San Andres and Quezon City Councilors Alma Montilla and Eric Medina.

The Ombudsman also charged OPAPP assistant secretary Corazon Ginet, director Elizabeth Navalta of the Department of Energy’s Policy and Planning Bureau, and director Manuel Ocampo of DoE’s Information Technology Management Services Bureau.

Also included in the charge sheet were director Jesus Mototomul of the Department of Trade and Industry, administrative officer Anastacia Santiago of the Department of Public Works and Highways, executive director Ramon Tionloc Jr. of the Overseas Workers Welfare Administration, director Ladino Maceda of the Department of Interior and Local Government in Legazpi City and Bulacan school superintendent Teofila Villanueva and Bulacan legal officer Jeffrey Cruz.

Others were director Aida Simborio of the Bureau of Internal Revenue, Silvano Uy of the Philippine Amusement and Gaming Corp. and Antonio Reyes of the National Irrigation Administration Employees Union.

Jalandoni said the charges were filed after members of the Ombudsman’s Task Force Red Plate surveilled the government officials for four months and established that they violated rules governing the use of government vehicles.

Jalandoni said Gutierrez created the task force last April after people complained that they saw officials and employees using government vehicles for unofficial purposes.

After their surveillance operation, Jalandoni said the vehicles spotted on Saturdays and Sundays, including legal holidays and after office hours, at the parking areas of shopping malls, recreational areas, markets and even nightclubs and spas.

“We took pictures of the vehicle while parked in such places because we don’t want a personal contact apprehension,” he said. “We have subpoenaed the agencies concerned and directed them to submit the pertinent documents that would prove their authorized use of the vehicles. They submitted their trip tickets but those did not reflect where the vehicles were taken.”
