Angeles council eyes stopping tollway works

ANGELES CITY—The city council yesterday threatened to stop the ongoing construction of the P21-billion Subic-Clark-Tarlac expressway if the Bases Conversion Development Authority does not build an interchange that would connect Clark Special Economic Zone and this city.
“The original plan of the BCDA is to set up an interchange that would connect Clark and Angeles, but the plan was changed,” Councilor Jay Sangil told Standard Today, adding that the BCDA should stick to the original plan so the expressway will not hinder economic developments in Metro Angeles.
The councilor urged President Gloria Macapagal Arroyo to order BCDA officials to stick to the original plan because an interchange is vital to the developments of both Clark Field and Angeles City, adding that “it would be a waste of money if BCDA continues its plan not to construct an interchange.”
“If BCDA ignores us, we will explore all legal means to stop the construction of the project,” Sangil warned, adding that the city council has unanimously approved last Aug. 29 a resolution asking the BCDA to ensure that the interchange is built as originally planned.
Subic-Clark Alliance Development Chairman Edgardo Pamintuan also wants BCDA to implement the interchange project because motorists should be allowed to exit at Angeles and Clark.
BCDA vice president for operations Rex Chan in a meeting during the Metro Clark Advisory Council in Clark several months ago told Angeles City Mayor Carmelo Lazatin that an interchange would be built to connect Clark and Angeles City.
But Chan explained that BCDA would need at least another P500 million for the turnpike and the BCDA did not have enough funds.
