Poll registration centers open today
Comelec offices to serve busy students and workers Listing of new voters, transfers to end Dec. 31

All offices of the Commission on Elections (Comelec) in Metro Manila and in all cities nationwide will be open today, Sunday, to allow thousands of students and workers to register under Republic Act 8189, The Voter’s Registration Act of 1996, to vote in the May 14, 2007 regular election for national and local officials.
The Comelec, led by Chairman Benjamin S. Abalos Sr., said this move is in response to numerous appeals of students and workers who could not register on weekdays as they are too busy working or attending classes.
Abalos said that on a Sunday, urban workers and students have all the time to go to the offices of election officers to file their applications for registration or transfer of residence or voting precincts. If prospective registrants have no time on a Sunday, they could still file their applications on any day not later than Dec. 31 at the office of the election officer during regular office hours, he added.
Abalos said students and workers still unregistered, but desiring to vote in the May 14, 2007 election should register now as the Dec. 31, 2006 deadline will not be extended, since RA 8189 specifically provides that no registration shall be conducted during the period starting 120 days before a regular election and 90 days before a special election.
To facilitate the registration, Abalos advised prospective registrants to bring with them any of the following identification documents: Current employee’s ID with signature of the employer, student’s ID or Library Card, postal ID, senior citizen’s ID, driver’s License, NBI or PNP Clearance, Passport, SSS or GSIS ID, Integrated Bar of the Philippines (IBP) ID, and any license Issued by the Professional Regulation Commission (PRC).
In the absence of any of the mentioned identification documents, the applicant may be identified under oath by any registered voter of the precinct, or by any of his relatives within the fourth civil degree of consanguinity or affinity who are registered voters of the same city or municipality.
No registered voter shall be allowed to identify a registrant more than three times, poll officials said.
They said if the applicant fails to establish his identity by any of the mentioned methods or documents, he shall not be issued an application form.
Aside from students and workers, illiterate or disabled persons are also qualified to register today until the Dec. 31 deadline.
Abalos said any illiterate or disabled person shall be assisted by the election officer in the preparation of his application form, or by any member of an accredited citizen’s arm, or a relative within the fourth civil degree of consanguinity or affinity, or if he has none present, by any person of his confidence who belongs to the same household.
Once the application form is accomplished, it shall be given to the election officer who shall read the accomplish form to the person assisted and ask him if the information given is true and correct, Comelec offcials said.
They said a notice of approval or disapproval of application for registration will be posted in the election officer’s bulletin board after the hearing by the Election Registration Board.
