'Cosme' death toll up at 21; at least 43,000 displaced

At least 21 people have died and thousands of families were displaced by Tropical Storm "Cosme" (international codename Halong) in Luzon, the National Disaster Coordinating Council (NDCC) reported Tuesday. The NDCC said 15 of the fatalities were from Pangasinan, four in La Union, one in Zambales and one in Benguet.

Electricity in the whole province of Pangasinan, which has been placed under a state of calamity on Monday, was still out. A state of calamity was also been declared in Zambales province and Baguio City.

Monday's NDCC report said 43, 810 were affected by the storm that caused flooding, landslides and storm surges in 203 towns in Pangasinan, Zambales, La Union, Cordillera and Negros Occidental.

Officials said as of Monday, at least P900 million worth of fish cages and infrastructure were destroyed in Pangasinan alone. The provincial government said it would take two months before Pangasinan recovers from Cosme's devastation.

In Zambales, disaster management officials were working overtime to clear roads to make the province accessible to donations and relief goods.
The province stands to receive P10 million from its calamity fund after it was placed under state of calamity.

The Zambales Electric Cooperative is also working on to reconnect its power lines and bring back electricity to the province.

Meanwhile, ABS-CBN News reporters in La Union and Cordillera said five people were killed by landslides in those two areas.

The Provincial Disaster Coordinating Council also said that damages to crops and fish poultry reached P39 million while P322 million worth of infrastructure were also damaged.

The Department of Public Works and Highways (DPWH) has already opened Kennon Road to motorists. It, however, advised them to be careful in driving because of the current weather condition.

In the Visayas, the NDCC reported that three people drowned in Negros Occidental and Antique.

Cosme still strong

As of 5 a.m. Tuesday, weather bureau PAGASA said Cosme has maintained its strenght and was located 1,160 kilometers east northeast of Basco, Batanes or 530 km east southeast of Okinawa, Japan.

Cosme was packed with maximum sustained winds of 95 kph and gusts of up to 120 kph. It was moving northeast at 35 kph.

PAGASA said Cosme will move further away from Batanes by Tuesday evening. ABS CBN NEWS
