Binay first went to a meeting with the Local Boy Scouts of the Philippines (BSP) Council of Olongapo City at Tapinac Elementary School. Binay is also the National President of the BSP and the Regional Chairman of the Asia Pacific Region.

Present during the meeting were Mayor Gordon, also the Council Chairman of the BSP, Olongapo City Councilor Edwin Piano, second council chairman and other officials of the Olongapo BSP Council.

Binay gave a short message about the significance of scouting in nation building and in molding young citizens to become the future leaders of the country. An open forum was held afterwards.

After the council meeting, Binay visited the Olongapo City Museum. He was impressed by the city’s rich history and the museum’s state-of-the-art facilities.

He also visited the Olongapo City Hall where he was amazed by the city’s projects and the number of awards that the city has been receiving for the past few months.

Binay also had a consultation meeting with Mayor Gordon where they exchanged ideals and principles regarding effective governance and public service and compared the best practices of their respective governments.
