Taga-pamahala ng Subic-Clark Expressway Project, nag-ulat kay Mayor Gordon

Nag-ulat noong Miyerkules sa mga opisyal ng Olongapo City sa pamumuno ni Mayor Bong Gordon ang Deputy Project Manager ng Subic-Clark-Tarlac Expressway Project na si Engineer Carmelo S. Dorotheo.

Project Description:

The Subic-Clark-Tarlac Expressway is a four lane divided highway that will provide a direct link from Subic Bay to Tarlac City passing through Clark. It traverses three (3) provinces, namely: Bataan, Pampanga, and Tarlac.

The major components of the expressway are:

* 94.4 km of the Asphalt-Paved Divided Highway
* 4 Major Bridges
* 31 Minor Bridges
* 8 Interchanges
* 8 Underpasses
* Toll Plazas with Electronic Toll Collection System

The Subic-Clark Expressway supports and is in concurrence with the National Urban Policy Framework and its proposed strategies. Likewise, it adheres to and embodies the strategic thrusts of the regional development plan and will link the first inside loop of the “W” Growth Corridor of Region III, which is targeted to be the region’s transshipment hub, a center for industry and tourism, and a showcase for sustainable agriculture.

Objectives:

To provide the shortest, most direct, and efficient link among vital development areas in Central Luzon, more specifically among these three prime economic zones:

Subic Bay Freeport and Special Economic Zone (Zambales)

Clark Special Economic Zone (Pampanga)

Central Techno Park (Tarlac)

To enhance economic growth along the Subic-Clark Corridor and Central Luzon

- Dinalupihan Interchange
• 3 Major Bridges
- Gumain River Bridge
- Pasig Potrero River Bridge

• 23 Minor Bridges

85% JBIC Special Yen Loan No. PH-P226
● Loan Amount = JPY 41,931 Million
- Civil Works = JPY 35,884 Million
- Consultancy = JPY 2,476 Million
- Contingencies = JPY 3,571 Million
● Interest rate of 0.95% per annum
● Repayable in 40 years (10 years grace period)
● Loan Requirement:
- Japanese-content 50%
- Prime Contractor/Consultant - Japanese
15% BCDA Counterpart
● Land Acquisition
● Taxes
● Administrative Expenses
