Mass Land Titling in Olongapo

PINADALING PAGPAPATITULO,
May Part 2 na ngayong 2006!

Muling ibinabalik ngayong taong 2006 ang programang Mass Land Titling na pinasimulan ni Mayor James “Bong” Gordon Jr. noong nakaraang taon. Simula ngayong Hulyo , muling tatanggap ang City Planning and Development Office (CPDO) ng mga aplikayon para sa pagpapatitulo ng lupa. Extended ito hanggang Disyembre 22, 2006.

Ang programa ay ukol sa malawakang pagpapatitulo ng mga lupa dito sa lungsod ng Olongapo na nagbibigay ng hanggang 72% diskwento sa mga gastusin ng regular na pagpapatitulo dahil sa pagdating ng magandang balita mula sa Department of Environmental and Natural Resources (DENR). Pumayag ang DENR sa kahilingan ng punong lungsod na gawing abot-kaya ang pagpapatitulo sa pamamagitan ng exemption sa DENR Administrative Order No. 20 na siyang nagpapataas ng appraisal at bayarin sa pagsasaayos ng mga titulo.

Ayon kay Jimmy Mendoza, head ng Task Force on Mass Land Titling, ang malaking diskwento ay bunsod ng pormal na pagsang-ayon mula kay dating DENR Sec. Mike Defensor ukol sa bagong pagpoproseso ng mga aplikasyon sa pagpapatitulo. Maari na ring magpasukat at mag-survey ng mga lupa at otorisado na rin ang Regional Office ng DENR na mag-apruba ng mga ito.

Samantala ang mga nakaproseso pang mga aplikasyon noong nakaraang taon na nasa iba’t-ibang antas ng proseso ay nag-aabang na lamang ng approval upang matapos na at maibigay na ang mga titulo ng lupa sa mga nagmamay-ari nito.

Sa pagkakaroon ng extension hanggang sa Disyembre 22, 2006, hinihikayat ni Mayor Gordon ang lahat ng mamamayan na samantalahin ang pagkakataong ito upang ayusin ang titulo ng kanilang mga lupa dahil maaaring sa hinaharap ay bumalik ang dating mataas na halaga ng pagpapatitulo.

“Mahalaga ang titulo upang magkaroon ng absolutong katibayan ng pagmamay-ari ng lupa. Mapapataas pa nito ang halaga ng inyong lupa, kaya’t huwag nang mag-atubili at huwag mag-aksaya ng panahon,” payo ni Mayor Gordon.

Sa mga katanungan, requirements at iba pang impormasyon, tumungo lamang sa City Planning & Development Office, 2/F ng Olongapo City Hall o tumawag sa telepono, bilang 223-7066 o 222-2845.

  • Year 1988, when I traveled back to my hometown, Olongapo CIty from USA notfor a vacation but to see my loving mother layed to rest for the last time. Ex-Counselor Pacita deGuzman-Apuan, owner of Standard Institute of Art & Sciences was brutally murdered that year. The year after her murder our house was invaded by people I don't even know. These people claimed before my mother was murdered, she owed them some money. As of today, the murder case remains unsolve. Not only these people took my mother's property, they also took the good memories of my childhood. Thank God, my mothern left me the original copy of the Land Title. Can I still claim my mother's land? After all, these people that claim my mother's property have been illegally living in our house since 1989. I honestly believe if my mom owed them money by now it is well paid off with interest. I am living in California with my family. I miss Olongapo City where I was born and raise but the sad memory that happened to my mother keeps me from visiting my hometown. I haven't visited my mother's grave since she passed away fearing for my safety. If I cannot have my mother's house back at least I would like to have justice for her by claiming her land back. After all, she once served her loving Olongapo years back. To the Mayor of Olongapo, Mayor Gordon, I am aware you know my mother. PLEASE HELP
