Additional 3 interchanges for SCTEX

Turnpike debate ends

ANGELES CITY—President Gloria Macapagal Arroyo has stepped into a dispute over the location of interchanges to be built in the province and decided on the location of the turnpikes that would serve as access roads to the P21-billion Subic-Clark-Tarlac expressway expected to be completed by March.

Subic Clark Development Council chairman Edgardo Pamintuan said the President approved in a meeting at Malacañang last Oct. 31 the construction of one interchange at the Hacienda Dolores site in Porac, a second one inside the Clark Freeport and a third one at Floridablanca.

“Yes, it is final, the President had already approved the three interchanges,” said Pamintuan, who had earlier wanted one of the interchanges to be built at Barangay Margot in Angeles City.

Pamintuan said he is not objecting to the decision of the President since it will benefit the entire province of Pampanga and will stop the bickering among the allies of the Chief Executive who differed on where the interchange should be built.

“We are very thankful to President Arroyo,” said Clark Development Corp. president Levy Laus. “All contending parties have happily accepted and fully supported the President’s decision and approval of the interchanges locations.”

Renato Tayag Jr., president of the Advocacy for the Development of Central Luzon, said their group is fully supportive to the decision of the President.

“We still believe that the interchange in Manuali is the most beneficial to Pampanga, but we respect the decision of the President. What is important is that we have access to the new expressway. It would be ideal if the national government will build these interchanges simultaneously,” Tayag said.

He added that ADCL hopes the approved interchange inside Clark will not create traffic jams because it is very near the free port’s Friendship Gate.

In a related development, ADCL vice president Sonny Dobles lauded the Bases Conversion Development Authority for heeding the call of the private sector to ensure the integrity and quality of the Subic-Clark-Tarlac expressway.

Dobles said they were happy to see that the “sub-standard” portions of the expressway that they noticed in Bamban, Concepcion and La Paz in Tarlac have been replaced by the Japanese contractor.

“We commend the BCDA and their [contractor] for heeding the call of the private sector to assure the integrity and quality of the expressway. Some portions are now being replaced and reconstructed, but we will still monitor this until it is turned over to the government,” Dobles said.

The BCDA is scheduling another official inspection of the tollway with the leaders of the province on Nov. 24
