Antismuggling czar angered by move to abolish PASG

The government’s antismuggling chief Thursday lashed out at Zambales Rep. Ma. Milagros Magsaysay, who he said is trying to have his office abolished or its functions and powers reviewed.

“She should read the [executive order] creating the [Presidential Anti-Smuggling Group]. She said she’s close to the President. She should go straight to the President and find out why the President created the PASG,” Undersecretary Antonio Villar Jr, PASG chief, said.

“Why has she been hysterical? What does her behavior mean? Is she defending the smugglers?” Villar asked.

Told of Villar’s questions on her actions and motive, Magsaysay said: “I’m not defending the smugglers. What I’m only after is if they are following proper procedures which do not violate any laws because they might have committed abuses in the implementation.”

Villar said the PASG has “definitely not committed any abuses or wrongdoings in any of our operations.”

“What did she think of us? We certainly knew our protocols and mandate,” he said.

Magsaysay denied seeking the abolition of the PASG. She said what she filed was House Resolution No. 439 urging Congress to “seek for the clarification and definition of the powers and functions of the PASG vis-a-vis the Bureau of Customs.”

Villar said Magsaysay pushed for the abolition of the PASG in last week’s inquiry on the alleged rampant smuggling in Central Visayas.

The House committees on good government, and ways and means conducted the inquiry.

In the resolution, Magsaysay said a clarification was in order because “investors are having problems regarding their dealings with both the BoC and the PASG because both have different findings with regard to their imported goods.”

“It is the consumers who are penalized for unpaid taxes instead of the ones who are possibly at fault such as the BoC and/or the importers of the said goods,” she said.

The inquiry, she added, would “settle any ambiguity regarding the PASG and BoC.”

Villar said there was no ambiguity to settle in the first place.

“The congresswoman should really be reading the EO,” he said.

by Vic Reyes - Tonight
