Arroyo rules Clark land to be retained for airport
CLARK FREEPORT, Philippines -- President Gloria Macapagal-Arroyo on Tuesday ended the conflict of base conversion officials over the use of a 300-hectare land at the Diosdao Macapagal International Airport (DMIA) here.
Arroyo ordered the disputed area to be retained for the facility than for a central business district project proposed by Clark Development Corp. officials.
Nestor Mangio and Victor Jose Luciano, chair and president, respectively, of the Clark International Airport Corp., confirmed President Arroyo’s decision during a Cabinet meeting on Tuesday in Malacañang.
Luciano said Arroyo has said that the 300 hectares within the DMIA's Industrial Estate 5 was "part of the aviation complex."
"It is definitely not within the development area of the CDC," Luciano said when asked how he understood Arroyo’s order.
"This showed that our President fully supports the development of the DMIA as a premiere gateway and logistics hub," Luciano said.
The CBD was a project of the CDC through its president, Levy Laus.
Mangio said Arroyo noted the 300 hectares "form part of the airport." "She saw it was beside IE 5 where we planned to put up the logistics center, cargo terminal and bonded warehouses for global cargo business. The only place to move is IE5," Mangio said. "It is really very ideal."
Secretary Edgardo Pamintuan, chairman of the Subic-Clark Alliance for Development Council, sent a text message from the United States to say he was "thankful" to Arroyo for heeding the request of Mangio and other CIAC executives.
Pamintuan endorsed their appeal to Arroyo in June, saying the Bases Conversion Development Authority had reserved 2,500 hectares for the CIAC through a resolution issued in 1998.
A SCADC staff member said Laus was not present in the Cabinet meeting.
Mangio said CIAC officials were called to the meeting to provide updates on DMIA's development.
