Angry Madrigal blocks 24 military promotions

Senator Richard Gordon denounced Madrigal for her “dastardly form of Section 20.” He questioned the legality of the wholesale invocation of the provision, describing it as unfair to the military officers who risked their lives to maintain peace and security. “I do not want my honor stained by an unjust and unreasonable omnibus rejection of the confirmation of these people,” Gordon said.
MEMBERS of the Commission on Appointments took turns yesterday in lambasting Senator Jamby Madrigal for abusing her power as a member of the panel by blocking the confirmation of 24 generals and colonels.

In an unprecedented act that provoked outrage among her colleagues, Madrigal invoked Section 20 of the commission rules to block all 17 generals and seven colonels, even though she objected to the promotion of only three of them.

Under Section 20 of the rules, any member of the commission may defer the confirmation of a nominee without any explanation during plenary sessions.

By invoking Section 20 on the last day before the Lenten recess, Madrigal automatically suspended or bypassed the promotion of all the nominees.

Madrigal said her action would “serve as a check and balance on whimsical, impractical, scandalous and unworthy executive appointments, designations and promotions.”

He said Madrigal was using Section 20 irrationally.

Piqued by Gordon’s remarks, Madrigal asked that they be stricken from the record.

When Madrigal called Gordon “bastos” (rude), he retorted that he was just a “lowly provinciano from Olongapo.”

But Senator Rodolfo Biazon agreed with Gordon and said Madrigal stepped beyond legal bounds.

“For us to continue to maintain that kind of power, we must be reasonable. We cannot victimize those who have sacrificed their lives for the country,” Biazon said.

The officers whose appointments were bypassed were Pedro Inserto, Nehemias Pajarito, Daniel Casabar, Nicomedes Corpuz, Jonathan Martir, Ramon Espera, Honorato Santos, Joel Babas, Alexander Pama, Celedonio Boquiren, Mohammad Nur Askalani, Gregorio Paduganan, Teddy Hermano, Mario Lacson, Robert Noblefranca, Adriano Munar and Arthur Abadilla, to general; and Gerry Amante, Amado Bustillos, Washington Catameo, Harold Cabreros, Jose Tolibas, Eleazar Castro and Oliver Aragon, to colonel.
