Paggamit ng plastic bag bubuwisan
UPANG matigil na ang paggamit ng plastik sa bansa, ipinanukala ng isang Bicol solon ang pagpapataw ng P2.50 excise tax sa bawat plastic bag na ginagamit sa merkado.
Sa ilalim ng kanyang House Bill (HB) No.4134, nais ni Albay Rep. Al Francis Bichara na magamit ang malilikom na pondo sa mga programa para protekta-han ang kalikasan.
Ipinaliwanag ni Bichara na gawa ang plastic bags sa tinatawag na “petrochemicals” na kabilang sa non-biodegradable at non-renewable source na nakakasama sa kapaligiran.
“Plastic bags littered along roadside drains cause street flooding during heavy rainfall. Plastic wastes likewise kill one million sea birds, 100,000 sea mammals and countless fish every year,” paliwanag ni Bichara.
Nabatid kay Bichara na ganap na ipinagbawal o ikinakampanyang huwag gamitin ang plastic bags sa Australia, China, Ireland, Bangladesh, Paris, Italy, Taiwan at Tanzania. “The Philippine government has a duty to protect the national environment and take an active role in safeguarding the health of its citizen to combat the pernicious effects of the wanton destruction of our natural resour-ces,” ani Bichara.
Sinabi ni Bichara na dapat ilagay ang lahat ng pondong malilikom sa panukala sa taunang pondo ng Department of Environment and Natural Resources (DENR).
