Pantawid Pamilya beneficiaries in Olongapo City receive their initial financial assistance

Around 827 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries from 12 barangays in Olongapo City recently received their initial financial grant for 2011.

Department of Social Welfare and Development (DSWD) regional information officer Evelyn Manalo disclosed that the amount given during the April 14 to 15 pay-out covered the months of January and February.

DSWD 3 director Adelina Apostol thanked Olongapo city mayor James Gordon and Zambales 1st district representative Ma. Milagros Magsaysay for their full support to Pantawid Pamilya.

Apostol appealed to the beneficiaries to use the money wisely and become compliant with the program’s set of conditions to ensure the success of its implementation.

Derived from the Conditional Cash Transfer scheme of Latin American and African countries, Pantawid Pamilya is the strategy used by the government in order to raise the standard of living of poor Filipinos.

Each household is entitled to a maximum of three children beneficiaries who are 0-14 years of age.

A pregnant woman can also be a beneficiary provided that her pregnancy occurred during the time of assessment.

A household with three qualified children receives a subsidy of P1,400 per month during school months (June-March) and P500 per month during non-school months (April-May).

This, as long as the beneficiaries comply with the program’s conditions that include the regular visit of the children in the health center to avail immunization and maintenance of a class attendance rate of at least 85% per month for those who are enrolled in day care centers or schools.

Beneficiaries are selected through the National Household Targeting System for Poverty Reduction- a mechanism that uses the Proxy Means Test (PMT).

The PMT is an electronic formula composed of socio-economic variables that ranks and selects the household beneficiaries based on the household assessment form (HAF) filled-up during the enumeration.

A household whose economic condition falls on or below the poverty line would qualify for the said program.(WLB/CLJD-PIA 3)

Gov't urged to shift foreign cargo traffic to Subic

The Research Education and Institutional Development (REID) Foundation has urged the government to adopt a firm policy to gradually shift foreign cargo traffic from Manila to Batangas and Subic to maximize the use of these ports.

REID president Henry Basilio pointed out that the reason the country built the new terminals in Subic and Batangas was to decongest the port of Manila.

Basilio said it was also intended to generate enough revenue so that the country can pay-off the $240-million loan it borrowed from Japan Bank for International Cooperation (JBIC) to develop the two ports as well as the Phividec port in Cagayan de Oro.

"Otherwise, we will end up with white elephants in Batangas and Subic and even the one in Phividec. Our cargo volume is only growing five percent a year or even less and we have a lot of loans to pay."

Hector Miole, Philippine Ports Authority (PPA) assistant general manager for corporate and special projects said they have a contract with existing operator in the Manila port.

"We still have a capacity to meet. And they are building new areas where they can handle more traffic," he noted.

Miole said they are also looking for ways to meet the future container traffic for international ports in Manila without having to move many of them to Batangas.

"Batangas is going to generate its own traffic and more containers will move to Batangas, we will be happy. Subic is beyond our regime," he said.

The joint foreign chambers has proposed to retain North Harbor as a domestic port, shift foreign cargoes to Batangas and Subic and make Manila a cruise port.

"This will decongest Manila and make it necessary to invest as much in road infrastructure for Manila port. There should be a timetable for implementation and incentives for shippers to move. Private port operators should creatively market the ports."

Basilio said the infrastructure group also recommended for issuance of chassis roll-on roll-off (Ro-Ro) policy which will be in support of the Asean Ro-Ro initiative of the President. By EDU LOPEZ - MB.COM.PH

2,000 lawyers converge in Subic

SUBIC BAY FREEPORT, Philippines — Some 2,000 lawyers from different chapters of the Integrated Bar of the Philippines (IBP) across the country attended the organization’s three-day 13th national convention here, the biggest turnout so far in the history of the IBP.

The convention opened last Thursday at the Subic Bay Exhibition and Convention Center (SBECC), with guests of honor that included Vice President Jejomar Binay, Senator Francis Escudero, former Pamantasan ng Lungsod ng Maynila president Adel Tamano, and Public Attorney’s Office chief Persida Acosta.

Subic Bay Metropolitan Authority (SBMA) Administrator Armand Arreza, Zambales Governor Hermogenes Ebdane, Jr., Zambales 1st District representative Mitos Magsaysay, and Olongapo City Mayor James Gordon, Jr. welcomed the convention-goers, with Ebdane and Gordon turning over symbolic keys to Zambales and Olongapo City to IBP officials.

In his welcome remarks, Arreza noted that in all of the conferences and conventions that Subic hosted, this convention had the most distinguished attendees.

He also invited everyone to take the opportunity to enjoy the sights that Olongapo, Zambales and the Freeport has to offer.

Meanwhile, Binay, who is concurrent presidential adviser on Overseas Filipino Workers (OFW) Affairs and chairman of the inter-agency campaign against human trafficking, urged lawyers to be in the frontline of the war against illegal recruiters, stressing that if the evidence points to their guilt, the illegal recruiters should rot in jail.

“We can nip in the bud illegal recruitment and human trafficking by making laws that make them answer before the law,” Binay said.

He emphasized that illegal recruiters should not be let off the hook, and that the full force of law should be imposed on international drug traffickers.

Apart from calling on lawyers to fight illegal recruitment, Binay, who was recently sent to China to plead the case of three Filipinos convicted of drug trafficking, also urged lawyers to contribute their own share in the realization of the objectives of good governance.

For his part, Escudero reminded lawyers of the importance of their title. He said that lawyers are seen in society as respected individuals and that their every move is being watched.

“Sana, sa inyong mga lugar at komunidad, gampanan natin ang papel na dapat gampanan natin, papel na dapat gampanan hindi lamang bilang Pilipino, hindi lamang bilang abogado, kundi ng isang Pilipinong abogado na nagmamahal sa kanyang bayan, sa pamamagitan ng kanyang salita at gawa (I hope that, in your communities, you do your role not just as a Filipino, not just as a lawyer, but as a Filipino lawyer who loves his country in words and ac-tion),” Escudero said.
