Pangungunahan ni Mayor James “Bong” Gordon Jr. at First Lady Anne Gordon ang pamamahagi ng ‘fuel subsidy’ para sa dalawang libo at sampung (2,010) tricycle operators at franchisees na tatanggap ng P150 kada unit.

Makakatuwang sa pamamahagi ng subsidy sina DILG Olongapo City Director Araceli San Jose, Kgd. Bugsy De los Reyes, kasama din ang City Planning and Development Office, City Treasury Office, Accounting Office, Committee on Transportation and Traffic Management at OTMPS.

“Nilikha ang Pantawid Pasada o PTAP upang makapagbigay ng agarang pagtugon sa mabilis na pagtaas ng presyo ng gasolina na makakatulong naman sa mga operators at may prangkisa ng tricycle,” wika ni Mayor Gordon.

“Pinapayuhan ang mga operators at franchisees na dalhin ang kani -kanilang Motorized Tricycle Operators’ Permit (MTOP) o Proof of Franchise upang agaran nilang matanggap  ang kanilang mga subsidy,” pahayag naman ni DILG Olongapo City Director Araceli San Jose.

Wi-tribe Telecoms to provide 4G service in Subic

Wi-tribe Telecoms, Inc., formerly Liberty Broadcasting Network Inc., is spending $17.9 million to provide 4G (Fourth Generation) services to the Subic Special Economic Zone (SSEZ).

In a filing with the National Telecommunications Commission (NTC), wi-tribe Telecoms is targeting full operations by next year. It will also spend $1.75 million in yearly network operational expenses.

It is still awaiting for an issuance of a certificate of public convenience and necessity, which is needed before a firm could put up telecommunications services in an area.

The project, which is targeted to run for 10 years or until 2022, includes the installation of 75 base stations within the economic zone. These will utilize the so-called WiMax (Worldwide Interoperability for Microwave Access) and LTE (Long Term Evolution) technologies, which both runs at a 4G speed.

The firm will be able to provide a slew of services, including fixed and mobile, local, national, international voice and data to all commercial centers, resorts, key barangays and town centers.

The firm will first use frequencies of 2.5Ghz and 700Mhz. If needed, it will have to ask for more frequencies from the NTC.

"The Wimax network capacity support per design is 1.125 Gbps for a 5Mhz channel bandwidth and 2.25 Gpbs for a 10Mhz channel bandwidth and can support a total of 58,000 subscribers. The LTE network capacity support is 5.6Gbps for a 20Mhz channel bandwidth and can support 100,000 subscribers," the firm said.

Cojuangco-led San Miguel Corp. is 41% owner of wi-tribe Telecoms via its unit Vega Telecom. It earlier said it wants to increase shares to 49%.

Two Zambales towns already transparency compliant - DILG

Even before the launching of the first Department of Interior and Local Government (DILG) “Tapatan Roadshow” last week, the agency’s provincial office in Iba, Zambales announced that two of the province’s 13 towns are already fully compliant of the agency’s Full Disclosure Policy.

The DILG launched “Tapatan Roadshow on Full Disclosure Policy” in Clark, Pampanga last week in adherence to President Benigno S. Aquino III’s call to tread the straight and narrow path of transparency aimed at minimizing, preventing, and completely ridding the government of graft and corruption.

DILG Zambales provincial director Flordeliza Trinidad said that the Municipality of Iba, a first class municipality, and 4th class San Felipe were the first to comply with the directives of the agency.

She also said that the rest of the towns and the provincial government are “partially compliant” and “probably need some adjustments to fully comply with their directives.”

Iba Mayor Adhebert Deloso, meanwhile, thanked DILG for recognizing their efforts in following the requirements of good governance.

He said that the municipal government is doing its best in support of PNoy’s anti-corruption campaign.

The DILG is resolved to implement its full disclosure campaign for all local government units in its push for the realization of the Aquino administration’s focus on having a government of “Kung Walang Corrupt, Walang Mahirap” (No Corruption, No Poverty).

DILG Secretary Jesse Robredo said he has established means to measure the performance of every local government, saying they are expected to be “matino at mahusay” (on the right path and better performers).

“Ito ang magbabago ng ugali ng lokal na pamahalaan (These will change the attitude of the local government),” he said.

Among the measures he presented was the Full Disclosure Policy (FDP), requiring all LGUs “to post their budgets and finances, bids, and public offerings in government websites and newspapers of general circulation, and in conspicuous places within their localities.”

The Local Government Code of 1991 provides the legal basis for the implementation of the FDP.

Section 352 requires the posting within 30 days from the end of each year in at least three publicly accessible and conspicuous places in the LGU a summary of all revenues collected and funds received, including the appropriations and disbursements of such funds during the preceding fiscal year.

Also, Republic Act No. 9184, known as the Government Procurement Reform Act, calls for the posting of the Invitation to Bid, Notice to Proceed, and Approved Contract in the premises of the place of the buyer, in newspapers of general circulation, the Philippine Government Electronic Procurement System (PhilGEPS), and the website of the buying.

Robredo warned that non-compliant LGUs may face administrative charges.

As of 12:21pm fire was declared under control. Kong's building totally damaged. Casino and Travel Lodge did not sustain damage from fire but operations were affected since they had to evacuate computers/machines/equipment. RM drive and Hansen St still closed to vehicular traffic.

MAYOR GORDON SUPPORTS TAPATAN ROAD SHOW

Olongapo City Mayor James “Bong” Gordon Jr. has given full support to the Tapatan Road Show on Full Disclosure Policy that was conducted by the Department of Interior and Local Government RO3 on May 12, 2011, at the Fontana, Clarkfield, Pampanga.

The said Tapatan Road Show was entitled “Take P.A.R.T. (Participation, Accountability, Responsiveness, Transparency) in Local Governance with an aim to increase the level of awareness and participation of local officials to promote good local governance.

DILG Sec. Jesse M. Robredo discussed the DILG’s program thrusts particularly Full Disclosure Policy among Central Luzon governors, city and municipal mayors, LnB presidents, Presidents of Provincial Leagues of Accountants/Treasurers/Budget Officers, NGOs, CSOs, POs, NGAs, academe and members of the press in Central Luzon.

“Napapanahon ang pagkakaroon ng Tapatan Road Show. Marami nang naiuulat na mga corrupt sa gobyerno at kinakailangang iwaksing tuluyan ang corruption sa pagdi-disclose ng mga transaksyon ng mga Local Government Units (LGU) sa publiko through various communication strategies,” Mayor Gordon stated.

Over five-hundred participants attended the Tapatan Road Show, including DILG Olongapo City Director Araceli San Jose, City Councilor Rodel Cerezo, Barangay Captain Rafael Santulan, Barangay East Bajac-Bajac Secretary Elizabeth Tamaño, and DILG staff Stephanie Navarro for the Olongapo City delegation.

“Ang Tapatan Roadshow ay isang pagsunod sa panawagan ni Pangulong Benigno Aquino III sa pagtahak sa matuwid na landas na nakatuon at naglalayong maiwasan at burahin ang kurapsyon sa gobyerno,” said San Jose.

LIVELIHOOD TRAINING IN OLONGAPO

Olongapo Mayor James “Bong” Gordon, Jr. and First Lady Anne Gordon has intensified further the city's free Livelihood Training Program for Olongapeños interested and eager to learn to start their own business.

“Ang free livelihood training ay malaking tulong sa mga Olongapeños para sa dagdag na kita hindi lamang sa mga walang trabaho kundi pati na rin sa mga nasa opisina, mga maybahay at iba pa,” according to Mayor Gordon.

The free livelihood training is in line with Mayor Gordon’s HELPS Program.

The following is the list of livelihood training schedule for the whole month of May given by the lead agency of the program, the Livelihood Cooperative Development Office (LCDO):

REGISTRATION OF VOTERS ONGOING!

Voters' registration has resumed on May 3, 2011 and will last up to October 31, 2012, the Commission on Elections (Comelec) has announced.

From Monday thru Saturday, inclusive of Holidays, Comelec offices will entertain registrants from 8:00 a.m. to 5:00 p.m., including transfer of registration records, change/correction of entries in the registration records, reactivation of registration records, and inclusion of registration records/reinstatement of name in the list of voters.

“Mas maganda kung maaga pa lamang ay magparehistro na para maiwasan ang pagkagahol sa oras at maiwasan ang mahabang pila,” advised Mayor James “Bong” Gordon Jr., "at sa mga may trabaho naman tuwing Lunes hanggang Biyernes, maari kayong magparehistro kapag Sabado."

Any Filipino citizen, who is at least 18 years of age, a resident of the Philippines for at least one year, and living in the place where he intends to vote for at least six months immediately preceding the election, may register.

OLONGAPO CITY NUTRITION COUNCIL ON MELLPI

The Regional Nutrition Evaluation Team (RNET) has successfully conducted the Annual Nutrition Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) in the city of Olongapo last May 10, 2011.

According to City Nutrition Action Officer Richel Eve Torralba, “Maganda ang naging feedback ng mga regional evaluators ayon sa kanilang observation, actual interview, records review at sa kanilang isinagawang validation weighing sa mga preschoolers sa barangay Kalaklan, barangay East Bajac-Bajac at barangay West Bajac-Bajac.”

Based on the feedback of RNET, the Olongapo City Nutrition Council (OCNC) steadfastly and effectively implements its health programs in the city.

“OCNC has good coordination between its members and other agencies working on the programs. It has an improved collection of nutrition program reports, and is also incessant in promoting healthy lifestyle to improve the nutritional status of school children. We also recommended the purchase of Detecto Weighing Scale for health centers and schools to have more accurate data on the weights of the children,” remarked National Nutrition Council III Officer-in-Charge Ma. Vicenta Magpantay during the evaluation.

“Priority ng Olongapo ang mga programang pangkalusugan, kaya meron pa tayong programang pangtelebisyon na “OK KA KAY DOK,” na nagbibigay ng mga health tips sa ating mga kababayan,” Mayor James “Bong” Gordon Jr. stated.

OLONGAPO CITY WINS HALL OF FAME AWARD

Olongapo City reaped various awards and recognitions in ceremonies for the search for Outstanding LGUs Implementing the Streamlining Program in the Issuance of Mayor’s Permit by the Central Luzon Corridor Foundation Inc. (CLGCFI) held recently at the grand Ballroom of Holiday Inn, Clark Freeport Zone.

The city was elevated to the HALL OF FAME for winning first place for three consecutive years for outstanding achievement in the implementation of the documented streamlined procedures on the issuance of Mayor’s Permit.

Olongapo City was also recognized as no. 1 in the Highly-Urbanized City Category as Best Local Government Unit (LGU) Practitioner with innovations that provide simple, yet effective, transparent and fast delivery of services to investors and business applicants.

"Such initiative makes business transactions in Olongapo City more customer-friendly, thus elevating the level of competitiveness of Central Luzon as an investment haven," said Olongapo City Mayor James "Bong" Gordon, Jr.

The City received Plaques of Recognition and check amounting to twenty five thousand (P25,000) handed over by Governor Bellaflor J. Angara-Castillo of Aurora Province and President of the CLGCFI, to Mayor James “Bong” Gordon Jr. and to Neal Perez, head, Business Permit & Licensing Office, during the awarding ceremonies.

The winning streak of Olongapo City continues with the implementation of reforms under the Nationwide Streamlining of Business Permits & Licensing System in the Philippines Program for the year 2010, with 4 steps: 30 minutes processing time, 2 signatories, adoption of the unified form, one-time assessment & one-time payment in the issuance of the Mayor’s Permit.

The Plaque for this recognition was given by Secretary Gregory Domingo of the Department of Trade & Industry (DTI), Secretary Jesse Robredo of the Department of the Interior and Local Government (DILG) as well as CLGCFI & Aurora Governor Belleflor Angara-Castillo.

Furthermore, the City of Olongapo also was given a Certificate of Commendation for being the Provincial LGU Nominee of Zambales to the Best One Stop Shop (B.O.S.S.) in Central Luzon.

In 2002, the streamlining project was launched by the DTI to facilitate and encourage the growth of business and investments in the region by reducing the turnaround time in the issuance of business certificates, permits and licenses.

The project also aims to eliminate unnecessary duplication and overlapping of agency functions, create an investor friendly environment in Central Luzon, and adopt a simple, effective and transparent step-by-step procedures in the issuance of business certificates, permits and licenses that would eventually result in the reduction of the cost of doing business in the region.

Walong-daan at dalawampu’t pitong (827) mahihirap na pamilya sa Olongapo ang kabuuan ng mga tumanggap ng cash assistance mula sa Pantawid Pamilyang Pilipino Program (4Ps) ni Pangulong Noynoy Aquino nitong Abril 13-14, 2011.

Pinili at tinukoy ang mga benepisaryo ng 4Ps sa Olongapo sa inisyatibo ni Mayor James “Bong” Gordon Jr. at First Lady at dating Zambales Vice Governor Anne Gordon sa pamamagitan ng City Social Welfare and Development Office (CSWDO).

“The poor families were identified through “household assessment” of National Household Targeting System for Poverty Reduction of the Department of Social Welfare and Development (DSWD),” pahayag ni CSWDO head Gene Eclarino.

Umabot sa P1,098,800 ang matagumpay na naipamahagi sa mga benepisaryo sa loob ng dalawang araw na pinangasiwaan ng Land Bank of the Philippines.

“Ang 4P’s ay makapagbibigay ng” Social Assistance” o tulong pinansyal at ng “Social Development” nang maputol ang paulit-ulit na kahirapan ng maralitang sambahayan,” pahayag ni Mayor Gordon.

“Layunin din ng 4P’s na mapaunlad ang preventive health care, maitaas ang enrollment rate ng mga bata sa school, maibaba ang insidente ng child labor at mahikayat ang mga magulang na mag-invest sa kanilang mga anak,” dagdag naman ni FL Anne.

Ang mga pamilyang may tatlong kwalipikadong anak ay makakatanggap ng health and nutrition cash grant na P6,000 kada taon o P500 kada buwan bawat isang anak at education cash grant ng  P3,000 per school year o P300 kada buwan bawat isang anak.

Bawat pamilya ay makakatanggap hanggang P1,400 bawat buwan o P15,ooo bawat taon kung patuloy nilang susundin ang mga patakaran.

Samantala, ikinalungkot naman ni Eclarino ang pagsasamantala sa 4Ps program ng ilang pulitiko, partikular ng congresswoman na ipinadala pa ang anak at staff bilang kinatawan sa pagbigay suporta gayong tinutuligsa at ipinapatigil ng naturang congresswoman ang naturang 4Ps program ni Pangulong Aquino.

BATTLE OF 'GAPO's BEST DANCE GROUPS

The biggest and most awaited dance contest in Olongapo City will be launched by the Sports and Youth Development Office (CSYDO) on May 28, 2011, 5:00 at East Tapinac Oval, Olongapo City.

Touted as one massive dance spectacle with the ten (10) best dance groups competing, the public can't wait to find out who will step-up for the ultimate glory of becoming the first ever winner of Revive the Oval: A Dance Showdown.

"The thrust of the City Sports and Youth development Office, hand in hand with SK Federation of Olongapo City, is to make sure city-initiated programs and activities are made available with variety and diversity to a wider scope possible," according to Ryan Marvin S. Mabeza, Chief of CSYDO.

The Revive the Oval: Dance Showdown premiere will feature the group Kids Next Door, the Improuvers, Perlas ng Silangan, One God, Zero Degrees, Lovely Catz Family, Isang Lahi, B Crew, The Finest and Intensity Crew.

All the finalists will be getting consolation prizes with the ten thousand (P10,000) for the champion, 2nd place seven thousand (P7,000) and 3rd place four thousand (P4,000) pesos.

“Maaaring tumaas pa ang mga prizes kapag nadagdagan ang mga sponsor,” Mabeza added.

Each of the ten finalist groups will be given three hundred (300) free admission tickets and the CSYDO will also hand out one thousand five hundred (1500) tickets with control numbers.

There will be a raffle draw on the day of the competition. Winners in the raffle draw can have the chance to bring home Gift Certificates, two (2) cell phones, T-shirts and caps.

PACMAN WINS AGAINST MOSLEY!

Some 4,000 Olongapeños watched live, in big screens, in the world-class air conditioned Olongapo City Convention Center (OCCC), the boxing match between the Philippines' "Pambansang Kamao" Manny Pacquiao against American “Sugar” Shane Mosley.

The fight was held last May 8 (Sunday, Philippine time) at MGM Grand Arena Las Vegas, Nevada U.S.A.

Pacquiao retained his WBO (World Boxing Organization) Welterweight Belt with a one-sided unanimous decision against Mosley.

All three judges scored the 12-rounder on Pacquiao’s favor. Duane Ford saw it 120-107, while Glen Trowbdrige had it 119-108 and Dave Moretti scored it 120-108.

“Isa na naman itong malaking tagumpay hindi lamang ni Manny kundi sa ating lahat. Patunay ito na kaya nating harapin kahit anong lahi at kahit saang larangan pa,” Mayor James “Bong” Gordon Jr. said.

The free screening of the Pacquiao-Mosley bout at OCCC is one of the many sports projects of Mayor Gordon as part of his HELPS Program.

FISHERMAN CAUGHT IN ILLEGAL FISHING

Thirteen (13) kilos of confiscated variety of fish were donated to the Bureau of Jail Management and Penology (BJMP) last May 4, 2011 from an illegal fishing incident in Subic Bay off Kalaklan Lighthouse on the same day.

The incident was reported to the City Agriculture Office by the Kalaklan Fishermen’s Association (KAFA) saying that they saw Rodolfo Disuado, sixty-three(63) years old and resident of no. 80 Upper Kalaklan, was doing this ‘pukot’ activity.

The City Agriculture Office and Barangay Kalaklan sought the assistance of the Regional Maritime Office which caught in the act the suspect (Disuado) using a fifty-meter fine mesh net or pukot.

It can be recalled that earlier, Mayor James “Bong” Gordon Jr. has already issued a warning against the use of "pukot" which has been declared illegal because it catches and kills even immature fishes, endangering the survival of fish species.

"Binalaan ko na ang mga grupo ng mamumukot na kung hindi sila titigil, mapipilitan ang lokal na gobyerno na ipakulong sila, ang pamumukot ay hindi patas sa kapwa nila mangingisda na patuloy namang gumagamit ng tamang paraan at isa pa, ito ay nakakaapekto sa balanse ng kalikasan,” Mayor Gordon explained.

"Kailangan nilang gawin ang tradisyunal na paraan ng pangingisda. Batay sa Fisheries Administrative Order no. 155, ipinagbabawal ang panghuhuli ng isda gamit ang fine mesh nets, nakakahuli kasi ito ng mga maliliit na isda na maari pang lumaki at mapakinabangan sa tamang panahon nito,” Mayor Gordon added.

Disuado vowed never to commit illegal fishing ever again in a letter to authorities.

The Maritime Police confiscated Disuado’s illegal materials for fishing and he was warned for the last time that he will be imprisoned if he is ever caught again.

Subic Bay International Triathlon

The sport of running has really grown by leaps and bounds, but lately, a lot of these athletes have migrated to triathlon for the added challenge. This year’s K-Swiss Subic Bay International Triathlon (SUBIT) thus became the most well attended edition!

Now on its 18th year, the longest running international triathlon event in the country with triathletes competing in the Elite Open, Elite Under-23, Junior Elite (16-19), Adult and Mini-Sprint (13-15) and Relay Team competition at the Subic Bay Freeport.

Organized by the Triathlon Association of the Philippines (TRAP) in cooperation with Subic Bay Metropolitan Authority (SBMA), top foreign triathletes saw action anew as the race sanctioned by the International Triathlon Union (ITU) and the Asian Triathlon Confederation (ASTC) again became part of the Asian Cup series.

SPEEDO, David’s Salon, Century Tuna, Asian Centre for Insulation Philippines, Gatorade, Fitness First, TIMEX, Philippine Sports Commission (PSC) and the Philippine Olympic Committee (POC) are sponsoring the event, and SUBIT will also be promoting environmental awareness and conservation through TRAP’s Green Triathlon Initiative.
