‘GAPO GOES FOR DELINQUENCY REPORTING IN PNP

Olongapo City Mayor James “Bong” Gordon, Jr. is encouraging residents to use the Delinquency Reporting (DR) System in the Philippine National Police (PNP) to weed out misfits in the police force.

“The DR System is a preventive measure designed to lessen the cases of misdemeanors of PNP personnel by instituting on the spot corrections thereby eliminating or at least mitigating the causes of wrongdoings and to remind and instill in all PNP members the observance of proper decorum at all times,” according to Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Chairman Jesse M. Robredo.

PNP City Director PS/Insp. Christopher Tambungan said PNP memorandum circular no. 2010-003 states that “the City Mayor or his authorized representative shall administer the community service based on the monthly report of demerits by the Chief of Municipality or City Police Stations of Police Districts Offices.

Infractions by police officers, such as improper wear of uniform, tardiness, smoking in unauthorized area, discourtesy to Officers and National Colors, violation of traffic rules, leaving and dozing on post, use of profanity or insulting languages or exhibit rudeness in the public, failure to initiate action on complaints and the sort, may be reported to the nearest precinct using the DR Form.

Each in fraction corresponds to certain counts of demerits depending on the grounds. The allowable demerits should not be greater than fifteen (15) demerits in a month or ninety (90) demerits in one semester. The offending police officer will be given an hour of Community Service when he/she incur demerits greater than the limit.

However, the Community Service may or may not be limited in terms of tree-planting, clean-up drives, information dissemination campaigns and other vital and priority programs of the government, administered only during rest days and in athletic uniform.

40 NEW POLICE OFFICERS IN OLONGAPO

Mayor James “Bong” Gordon, Jr. has welcomed the forty (40) new Police Officers of Olongapo City Police Office (OCPO) at the Rizal Triangle Multi-Purpose Center on February 8, 2010.

“Ang mga karagdagang pulis ng Olongapo ay isang tulong para sa peacekeeping force ng lungsod. Malaki ang kanilang magiging papel sa pagpapanatili ng peace and order ng lungsod bente-kwatro oras. Ang karagdagang mga pulis ay inaasahang magpapababa ng insidente ng krimendahil sa mas mataas na ‘police visibility’ sa lungsod,” Mayor Bong Gordon said.

Mayor Gordon also commended the OCPO headed by Philippine National Police (PNP) City Director Oscar Abayalde for their continuous support and assistance to the local government. “Tuloy-tuloy ang pamahalaang lokal sa pamimigay ng mga police patrol cars at mountain bikes sa peacekeeping force ng lungsod.”

The 40 new police officers are assigned to the OCPO Headquarters and its 6 police stations in Olongapo City.

5TH PEACE AND ORDER PARADE SET

As a manifestation of how serious Olongapo City is in the campaign towards a peaceful and orderly environment, the annual “Peace and Order Parade” will be held again on Friday July 03, 2009 starting from the Olongapo City Mall going to the East Tapinac Oval Track where a short program will follow.

In an interview with DMO Head Angie Layug over Subic Broadcasting Corporation dwGo AM radio, he said that Olongapo City is the only city in the Philippines that conducts Peace and Order Parades that is jointly participated in by civilians, the police and military.

“The Peace and Order Parade is intended to show unity among law enforcers and the people of Olongapo in keeping the city peaceful and orderly ,” Layug said. “It is a laudable brainchild of Mayor James “Bong” Gordon, Jr.”

In its 5th year of observance, the parade will be participated in by the Philippine National Police (PNP), Disaster Management Office (DMO), Barangay Public Safety Officers, cadet officers, Office of Traffic Management and Public Safety (OTMPS), fire and rescue team, business sectors, teachers, city government employees and officials and a delegation from the Philippine Merchant Marine Academy (PMMA).

Recently, Olongapo City was awarded for having the Best City Peace and Order Council in 2008 by the National Peace and Order Council in recognition of the exemplary performance of POC’s around the country, 2008 Best City Disaster Coordinating Council and 2008 Best Government Emergency Responder.

Mayor Gordon’s program on peace and order has been consistently effective and efficient all through the years as evidenced by the awards.

PGMA to keynote Region III LPSA in Subic

The 20th Local Peace and Security Assemblies (LPSA) will be convened at the Legenda Hotel in Subic, Zambales from Nov. 5 to 6, 2008.

No less than President Gloria Macapagal-Arroyo is expected to keynote the event that brings together local governments and other stakeholders to come up with solutions in solving the various challenges to peace and development.

Since August 2007, 10 LPSAs have been successively conducted nationwide, starting with Region 7 which held its assembly in Tagbilaran City.

The next to hold its LPSA was CARAGA (Butuan City); followed by Region 8 (Tacloban City), CALABARZON (San Pablo City), Region 5 (Masbate City), Region 11 (Tagum City), CAR (Bangued, Abra), Region 6 (Bacolod City), Region 2 (Tuguegarao City) last July 30-31, and Region 9 (Resort in Dapitan City) last Sept. 18.

The series of LPSAs is the national government's hands-on strategy at the regional level, with local governments, communities and stakeholders crafting an action agenda towards the attainment of peace and development.

At this multi-sectoral conference-workshop, representatives of the national government shall discuss with local government and sectoral leaders of Region III on approaches to address the various issues and problems affecting peace and security in their localities.

Some 200 participants consisting of Cabinet members; local government officials, including congressmen, governors and city mayors; AFP and PNP commanders; as well as recognized leaders of civil society, business groups, religious institutions, indigenous peoples, and the members of the academe are expected to take pat in this LPSA in Region III. OLONGAPO PEACE AND ORDER COUNCIL MEETING

The Olongapo City Peace and Order Council (POC), headed by Mayor James “Bong” Gordon Jr., held a quarterly meeting on August 22, 2008 at the FMA Hall of the Olongapo City Hall.

Also in attendance were Vice Mayor Cynthia Cajudo, Kagawad Rodel Cerezo, Department of Interior and Local Government (DILG) City Director Eliseo de Guzman, Olongapo City Police Office (OCPO) head Sr. Supt. Abelardo Villacorta, barangay captains, members of the police force, Olongapo Business Club members and other representatives from the different sectors of the city and the government involved in the maintenance of peace and order.

Discussed during the meeting were different topics regarding the peace and order status of the city, evaluation of policies and laws and surveillance reports.

Villacorta gave a presentation regarding the police force’s progress and achievements in their anti-crime campaign from January to July 2008.

According to Villacorta, the crime rate of the city has decreased. This is due to the increased police visibility around the city and the reinforced anti-crime campaigns.

Mayor Gordon stressed the importance of educating the youth in order to arm them with the necessary information to battle crime.

Also discussed were the security concerns of those from the business sector in their establishments.

Mayor Gordon promptly responded to these and assured that the laws and ordinances regarding the security of business establishments, especially the ordinance regarding the ban on drinking alcoholic beverages outside the premises of business establishments, will be implemented rigorously.

Mayor Gordon also reminded the body of the importance of information dissemination regarding crime suspects and the participation of the people to report crimes to the authority for proper attention.

Enhancement Training Para sa mga Brgy Tanod, Isinasagawa

Patuloy na pinaiigting ng Olongapo City Government ang pagsiguro sa peace and order ng lungsod sa pamamagitan ng Barangay Tanod Enhancement Seminar na isinasagawa sa bawat barangay.

Sa pangunguna ni Mayor James “Bong” Gordon, Jr., sinimulan ang Brgy. Tanod Enhancement Training sa Brgy. Kalaklan nitong ika-4 hanggang 7 ng Pebrero 2008 sa Kalaklan Brgy. Hall. Sinundan pa ito ng parehong training na isinagawa sa Brgy. Sta. Rita Covered Court nitong ika-11 hanggang 14 ng Pebrero 2008 na dinaluhan ng mga barangay tanod ng Brgy. Sta. Rita, Mabayuan at Gordon Heights.

Kasama si Mayor Gordon, ang naturang training sa Brgy Sta. Rita ay dinaluhan din nina PNP City Director Abelardo Villacorta, Department of Interior and Local Government (DILG) Head Eliseo de Guzman, City Councilors Rodel Cerezo at Gina Perez.

Pangunahing layunin ng pagsasagawa ng Brgy. Tanod Enhancement Training sa iba’t ibang barangay sa Olongapo na mabigyan ng sapat na kaalaman ang mga Brgy. Tanod hinggil sa pagpapanatili sa katahimikan at kapayapaan ng lungsod. Sa ganitong paraan ay magiging kaakibat ng kapulisan ng lungsod ang mga Barangay Tanod sa pagsiguro sa kaligtasan at seguridad ng mamamayang Olongapeño.

Kabilang sa Program of Instruction ng Brgy. Tanod Enhancement Training ay ang pagbibigay ng mga kaalaman patungkol sa Law of Arrest and Seizure, Gender and Development, Police Security Containment, Integrated Patrol System, Human Rights, Traffic Rules and Regulations, Drug Abuse Control, Police Operational Procedures, Arnis/Hand Cuffing Techniques, Crime Scene Preservation, Brgy. Peace Keeping Operations at Crisis Management.

Samantala, sa ika-19 hanggang 21 ng Pebrero 2008 ay isasagawa rin ang naturang training para naman sa mga Barangay Tanod ng Brgy. West Bajac-Bajac at East Bajac-Bajac. Sa mga susunod na araw ay magpapatuloy pa ang pagbibigay ng Brgy. Tanod Enhancement Training sa iba pang mga barangay sa Olongapo.
