Olongapo's Finest

PNP City Director PSupt. Oscar Albayalde's message to the city

GREETINGS!!!

GOOD MORNING AND HAPPY NEW YEAR TO ALL OF YOU!!!
I am proud to report to you this morning, this first Monday of the year 2010, that in the past year, Olongapo City enjoyed a generally peaceful environment with no major crimes committed. In the year 2009, we recorded a total crime volume of 172 incidents, significantly lower by 81 incidents as compared to the year 2008 with 253 incidents. This further reflects an average monthly crime rate of only 6.4, also lower compared to the 9.5 monthly crime rates in 2008.

This low turn out in our crime rate can be attributed to the strong partnership among the police, Local Government Unit, NGOs, Media and the community as a whole in the fight against crime and maintenance of Peace and Order in this wonderful city.

To give you a brief summary on our modest accomplishments and programs in the year 2009 and in the current year…

Our office actively implemented the campaign against loose firearms to rid the neighborhood of unlicensed guns and adopted the “gun free tourist destination” to provide our tourists, both foreign and local, a safe place to refresh and enjoy. As a result of this campaign, our office confiscated a total of 16 assorted loose firearms and arrested 19 persons.

Our campaign on illegal drugs gained momentum by maintaining an offensive stance that resulted to the apprehension of 75 suspected drug pushers and users our operations also paved the way for the confiscation of 33.24 grams of methamphetamine hydrochloride commonly known as shabu with a street value of more or less seventy thousand and more than three kilos of marijuana with a street value of 47 thousand pesos. In line also with our drug awareness campaign, our personnel continuously conducts drug symposiums in different schools in the city and distributed leaflets and flyers to students, parents and teachers to make them aware on the ill effects of drugs and make them stay away from it.

Our office also actively maintained a high level of efficiency among our personnel thru the conduct of in-hose trainings thru the assistance of the city government like the special weapons and tactics or swat, bomb technician course, explosive ordinance disposal and the K-9 training to better prepare us in the threats of global terrorism.

Our wasar training also paved the way for the successful conduct of rescue operations in Marikina and Pasig where our personnel graduates of wasar together with rescuers and volunteers from the different barangays of this city, DMO and Red Cross where tapped to provide assistance and rescue to the hundreds of victims during the onslaught of typhoon “Ondoy” in the said cities.

I am also proud to announce that in our untiring quest for the delivery of excellent police ad public safety services and maintenance of Peace and Order in this city, we are one of the three finalist in the search for the best barangay peacekeeping action teams nationwide and we are optimistic that after the impressive demonstrations and actual inspection in Brgy. Sta. Rita made by the inspection team from Camp Crame last December 28, we will end up victorious and bag the best BPAT come the celebration of the PNP day on January 29 this year.

The recently concluded major city events such as the Peaceful conduct of the Mardi Gras and City Fiesta are just but some of the activities in this city that greatly manifest the cooperation and collaboration among all stakeholders towards the attainment of a common vision of making Olongapo City a peaceful place to live, work and do business.

And I’m sure, with the forthcoming national and local elections, we all again share one dream of attaining an honest, orderly and peacefulelection in this city.
And lastly, as we celebrate the 16th PNP Ethics day, Let me congratulate all the awardees and enjoin them to continue to be a shining example for others to emulate.

Let me just assure you that although we may have gained so much in our peace and order campaign and earned national tributes, we will not settle with our achievements but will continue on strengthening and modifying our strategies in the maintenance of peace and order and in our campaign against criminality…
As we continue to be your partner for peace, progress and prosperity.

Thank You and Good Morning!

Gordon: Where did Ampatuan high powered guns come from?

SENATOR Richard Gordon yesterday said that he will conduct a Senate investigation to determine the source of the high-powered firearms that were unearthed near the compound of the Ampatuan clan in Shariff Aguak, Maguindanao.

“We would like to know where these firearms came from. The committee would look into allegations or speculations that government firearms are being sold or even given by the government to private armies,” said Gordon, chairman of the Senate blue ribbon committee.

The committee will invite as resource persons officials of the Commission on Audit (COA), Department of National Defense (DND), Armed Forces of the Philippines (AFP) and Philippine National Police (PNP).

Gordon noted that during the raids of Ampatuan estates conducted by the military and police personnel, high-powered firearms including anti-tank recoilless rifles, mortars, machine guns, rifles and pistols, and thousands of rounds of ammunition that are enough to arm one battalion were discovered.

The subject high-powered firearms contain the markings of DND and PNP. Some of these weapons were allegedly used in the Maguindanao massacre that killed at least 57 people last Nov. 23.

“We will ask the COA to audit the DND and PNP to make sure that weapons and firearms purchased by our military and police departments are all accounted for,” he said.

The senator also stressed that the government must intensify its efforts in gathering all loose firearms, not only in Maguindanao but also throughout the country to prevent incidences of violence such as the Maguindanao massacre. The PNP pegs the number of unlicensed firearms at 1.11 million units. The ARMM alone has the second highest number of unregistered firearms with over 114,000 units. OLONGAPO POLICE CITES ACCOMPLISHMENTS

The Olongapo City Police Office (OCPO) takes pride in its accomplishments for the year 2008.

In his speech during the celebration of the 18th Anniversary of the Philippine National Police (PNP) recently, City Director PSSupt Abelardo P. Villacorta enumerated the significant events that led to the realization of their dreams and aspirations for the city and its people in line with the programs of Mayor James “Bong” Gordon, Jr.

“An improved crime situation and heightened state of personnel morale and boost of welfare, facilities upgrade and training of personnel highlighted the gains of our flagship program,” Villacorta stated. “Crime situation for the whole year of 2008 indicated a decrease in crime volume with 88 recorded incidents compared to the 261 crimes recorded in 2007. Crime solution efficiency also improved to 95.9%.”

“Out of 173 crime volume, 69 or 39.88% are considered as index crimes (i.e. murder, forcible rape, robbery, aggravated assault/battery,
burglary, theft, motor vehicle theft and arson), reflecting a decrease of 37 index crimes compared to 106 incidents in 2007,” Villacorta reported.

“Administrative and operational actions as well as quick win projects under the PNP Integrated Transformation Program that were implemented brought immediate results and positive impact on the PNP and the community as well,” he also added.

Villacorta also attributed the decrease in crime incidents to the effective community partnership and improved police response. He stated that “the barangay tanod and purok leaders institutionalized as police force multipliers reinforced the shortage of police deployment in the barangays which galvanized the collaborative partnership of the police and community in peacekeeping.”

Barangay Banicain was cited as the most peaceful having recorded zero crime rate for the whole year of 2008. This year, Barangays Mabayuan and Gordon Heights are replicating the good practices of Banicain. “I hope this will go on all year round until all 17 barangays in the city attain zero crime.” Villacorta said.

OCPO was also successful in restructuring their organization with the activation of a Special Reaction Unit composed of SWAT, EOD, K9, WASAR and Tourist police which was done in partnership with the LGUs, other government agencies, the business group, non-government organizations, religious sector, academe and the media.

All these are part of their plan to make the Olongapo police more effective and responsive in maintaining the peace and ensure the continuous progress of the city as support to its fight for excellence.

Police visibility around the city is more pronounced with the awarding of two (2) Vios patrol cars and two (2) Honda 400cc motorcycles from the City Government, which was in addition to the two (2) motorcycles and one (1) Toyota Innova patrol issued by the PNP Headquarters.

Also cited were the arrest of suspected drug users/pushers and filing of cases in court with four (4) accused already convicted; the neutralization of syndicated crime groups; and the arrest of five (5) of the city’s most wanted.

Villacorta also mentioned the strict enforcement of the City Ordinance NR 63 Series of 2008 or the total ban on firecrackers in the city.

“I would like to emphasize that OCPO’s achievements would not have been possible without the indispensable cooperation of other agencies, NGOs and various sectors of the community. Today, it is our turn to extend our gratitude to you, our partners and stakeholders,” Villacorta affirmed.

Still in line with the celebration, thirteen police personnel were commended while nineteen (19) personalities and groups from LGUs/ NGOs and concerned groups and individuals were given special awards by the PNP. Topping the list is Olongapo City Mayor James "Bong" Gordon, Jr.

First Lady and Zambales Vice Governor Anne Marie Gordon is the guest speaker during the said event.

Gunmen torch 5 Victory buses, wound 7

LINGAYEN, Pangasinan – Six policemen and a civilian were wounded shortly after midnight yesterday when suspected New People’s Army (NPA) rebels attacked the Victory Liner Bus Terminal on Avenida Street, Poblacion, here, torching five buses and shooting it out patrolling police.

Superintendent Harris Fama, local police chief, said the heavily-armed men engaged police on patrol around 12:40 a.m., wounding six of eight policemen in action.

Fama identified the wounded cops as PO3 Daniel Sison, PO3 Alex de Guzman, PO2 Reynaldo Domalanta, PO1 Herman Camba, PO1 Armeno Abarabar and PO1 Ramon Valencerina.

"Our personnel also managed to hit several armed men as evidenced in information coming from civilians who witness the withdrawal of the suspects," he said, adding that the wounded were out of danger.

As the gunmen made their getaway aboard two white vans, police noticed that a Victory Liner bus had been burning.

Bus conductor Villamor Mu-yanos of Zambales was caught sleeping in the bus when it was torched and sustained third-degree burns, said Fama.

A few minutes later, four other buses were already engulfed by fire, leaving nothing minutes later but carcasses.

While the communist rebels surfaced as the main suspects in the incident, probers are eyeing other angles as motive in the attack, such as labor dispute which emerged as the motive in the burning of buses in Cubao, Quezon City a few months ago.

Fama said checkpoints and chokepoints have already been established in Pangasinan and nearby provinces as augmenting police and military combatants have been called in to join in hot pursuit operations. By LIEZLE BASA • AARON RECUENCO - TEMPO
