3Bs OF BUSINESS PERMIT

Business Permit and Licensing Division (BPLD) head Neil Perez recently launched a new program, the ‘3Bs of Business Permit’ to expedite the process of applying for a business permit and the rationalization of the different permits and licenses of the different business establishments in Olongapo City.

The first ‘B’ is Business One-Stop Shop (BOSS). This is a program in which the process of applying for a business permit is made more easy, faster and efficient. It can be recalled that a similar process called ’10 Steps’ was launched earlier this year.

“Sa BOSS, nasa mismong BPLD na ang mga representative ng mga offices na may kinalaman sa pagpo-proseso ng permit tulad ng ESMO, Bureau of Fire, Zoning at City Health. Dahil dito, mas mabilis ang pagsasaayos ng clearance ng mga negosyante,” Perez explained.

“Hindi na kinakailangan pang pumunta ng mga aplikante sa iba’t-ibang offices, dito na lang sa BOSS,” Perez added

The second ‘B’ is the Business Tax Mapping Operation. “Lahat ng areas sa Olongapo sinusuyod natin upang malaman kung lahat ng businesses sa lungsod ay may mga business permit at kung nagco-comply ba sila sa mga regulations,” Perez said.

Currently, BPLD has already finished evaluating Barangays East and West Bajac-Bajac. They aim to conclude evaluation of the rest of the barangays of the city before the year ends.

The third ‘B’ or “Business Permit ang Licensing System’ (BPLS) is a new information system obtained by the city government, through initiative of Mayor James “Bong” Gordon Jr, to install a better and more efficient system to process and organize business permits

“Sa sistemang ito, na Geographic Information System (GIS) enabled, may mga satellite pictures ng lungsod na tutulong upang makita ang iba’t-ibang mga establishments dito upang madaling makita at magamit sa analysis,” Perez said.

BPLS is a part of Unified Land Information System (ULIS) from Australian Aid (AusAid) also made possible through the efforts of Mayor Gordon.

HI-TECH PRINTERS DALA NG UNIFIED LAND INFORMATION SYSTEM

Tumanggap ng mga hi-tech na printers mula kay Mayor James “Bong” Gordon, Jr. ang apat (4) na government offices nitong Lunes, ika-30 ng Hunyo sa Flag Raising Ceremony.

Personal na binigay ni Mayor Gordon sa Community Environment and Natural Resources Office (CENRO) at Registry of Deeds (ROD), sa pamamagitan ng mga head nito na sina Atty. Raul Mamac at Atty. Emmanuel Aquino ang tig-isang unit ng HP printers samantalang tumanggap rin ng printer ang City Assessor’s Office at City Planning Office na may plotter (Hp designed T1100).

Ang mga nasabing printer ay dala ng grant sa Project on Unified Land Information Sytem(ULIS) sa inisyatibo ni Mayor Bong Gordon na nakuha sa Innovation Support Fund –Land Administration and Management Program 2 (ISF-LAMP2) na isa sa mga programa o tulong ng Australian Agency for International Development (AUSAID).

Layunin ng ULIS na gawing uniform at pag-isahin ang mga impormasyon ukol sa pagtitulo ng lupa sa lungsod upang mapabilis ang access sa geographical information at mas maging mabilis ang land titling processing.
“Nagpapasalamat po ako kay Mayor Gordon sa mga printers na ito na gagamitin namin para ma-computerized natin ang mga files at records natin sa Registry of Deeds (ROD),” pahayag ni Atty. Aquino ng ROD.

“Asahan po ninyo na gagamitin namin ito para mas maging madali para sa mga mamamayan ng Olongapo ang pag-process ng kanilang papers regarding sa land titling,” mensahe ni Atty. Mamac ng CENRO.

Matatandaang isa sa mga programa ni Mayor Gordon ang mahikayat ang mga land owners sa Olongapo na patituluhan ang kanilang mga lupain para sa kanilang seguridad at mapakinabangan ito sa pagnenegosyo.

RESOLUTION UKOL SA UNIFIED LAND INFORMATION SYSTEM, APROBADO NA!

Nilagdaan na ni Olongapo City Mayor Bong Gordon ang Resolution No. 89 Series of 2007 na kinapapalooban ng pag-aaproba sa Unified Land Information System (ULIS) Project Design Document (PDD), sa pondo ng Pamahalaang Lokal para sa proyekto at maging ang pag-iindorso para sa final approval ng Innovation Support Fund (ISP) sa naturang project design document na ipinasa naman ng Sangguniang Panlungsod sa ‘’regular session’’ na isinagawa nito noong ika-1 ng Agosto.

Nauna sa pagpapatibay ng resolusyong ito ay hinirang ang Lungsod ng Olongapo bilang ‘’pioneer Local Government Unit (LGU)’’ ng ISP at bahagi nito ang pagbabalangkas sa ULIS1 na makapagbibigay naman ng improvement sa serbisyong hatid ng Land Administration Management (LAM).

Layon rin ng ULIS ang paggamit ng ‘’unified digital LAM information system’’ upang buhayin muli ang mass land titling program, paigtingin ang ‘’tenure security,’’ bawasan ang panahon at salaping magugugol sa mga transaksyon ng LAM, dagdagan ang ‘’revenue’’ at bumuo ng isang ‘’land mapping and information system’’ para sa buong Lungsod ng Olongapo; ito ay maisasakatuparan sa pagtutulong tulungan ng City Registry of Deeds, City Environment and Natural Resources (CENRO), Provincial Environment and Natural Resources Office (PENRO), Department of Environment and Natural Resources (DENR) Regional Office, Olongapo City Government at iba pang mga may kinalaman dito.

Ang nasabing proyekto ay nagkakahalaga ng P24.75M; P10.75M ay magmumula sa Australian Agency for International Development (AusAID) sa pamamagitan ng ISF; samantala, P14M naman ang manggagaling sa City Government, P7M sa taong 2007 at P7M sa taong 2008.
