MEAT SHOP CLOSED

A suspension order was served to Jedica Fresh Foods (aka Monterey Meat Shop) located at 2270 Rizal Avenue, East Bajac-Bajac, Olongapo City on March 27, 2009.

The suspension was implemented by virtue of Administrative Order (AO) No. 7 Series of 2009 issued by the office of the City Administrator where numerous violations were cited, such as operating without current mayor’s and sanitary permits, no certificate of annual building inspection, no signboard permit and poor and inadequate grease trap, among others.

These findings were established after several inspections were conducted by the Business Permit and Licensing Division (BPLD) in the said business.

According to the BPLD, they had twice issued notices of violations to Monterey Meat Shop on January 06, 2009 and March 24, 2009, but the meat shop failed or refused to make amends..

In a report from BPLD Head Neal Perez to the City Administrator’s Office, Perez recommended that the said business be suspended “by reason of continued defiance to comply with the requirements of law and related City Ordinances.”

According to Perez, “Monterey had ample time to secure the requirements in ensuring the continuity of their business operations. We also gave them two notices to properly address the issue.”

This year, ordinances were even passed to extend the deadline of the renewal of permits and payments. “Ordinances No. 02 and No. 03 (series of 2009) serve as the city’s show of goodwill and support to the business community,’’ Mayor James “Bong” Gordon, Jr. previously stated during the passing of the said ordinances.

“The City Government has to regulate businesses in Olongapo and no one can be an exemption. The suspension period will be lifted once Monterey complies with all the necessary permits,” Perez said in closing.

In 2007, 183 businesses were padlocked with 126 others in 2008. To date, seven (7) business establishments have already been suspended due to violations of the same nature.

Officials of the Olongapo City Business Permit and Licensing Division (BPLD) suspended the operations of Monterey Meat Shop which is owned by a certain Jeaniffer Calimlim for various violations which include sanitation issues and operating without a business permit.

BUSINESS PERMIT APPLICATION AND RENEWAL

City Mayor James ‘’Bong’’ Gordon, Jr. is reminding owners, administrators and managers of business establishments in Olongapo City that January of every year is the ‘application, filing and renewal’ month of Business Permits.

‘’Local revenues from business taxes, regulatory fees and other sources provide funds that enable the city to pursue various projects and provide basic social services to the residents of Olongapo,’’ said Mayor Bong Gordon.

According to the Business Permit & Licensing Division Office (BPLDO) headed by Neal Perez, requirements for Business Permit Applications are as follows:

· Copy of DTI/SEC/CDA Certificate of Registration
· Copy of recent community tax certificate
· Copy of recent official receipt of electric bill payment

Submission of Renewal of Business Permit is up until January 31, 2009 while late payments will automatically have a 25% surcharge and 2% interest per month.

ANTI-INDECENCY BOARD IN ‘GAPO

The Anti Indecency Board, headed by Vice Mayor Cynthia Cajudo, has recently started doing rounds of inspections and surveillances of different business establishments around the city as part of the city’s campaign versus lewd and pornographic shows and similar activities.

“Ilang business establishments na ang under surveillance ng Criminal Investigation and Detection Group (CIDG) at ng Olongapo City Polic Office (OCPO). Ngunit mayroong isang bukod tanging business establishment na nahuli ng Anti-Indecency Board na nagpapalabas ng ‘lewd at pornographic’ videos sa loob mismo ng establishment,” said City Administrator Ferdie Magrata.

“Ang Anti-Indecency Board ay gumawa ng isang recommendation kay Mayor James ‘Bong’ Gordon Jr. upang ipasara ang naturang establishment, ang ‘Lolipop Bar’, sa Barangay Barretto ang recommendation ay sinuportahan pa ng isang memorandum mula sa Business Permit and Licensing Division (BPLD) upang i-revoke ang permit ng Lollipop Bar at nitong ika-7 ng Nobyembre 2008 ay inilabas ang Administrative Order No. 123 kung saan ang establishment ay ipinasara na,” said Magrata.

“Kami po ay natutuwa na ang Anti-Indecency Board ay nagbibigay ng kahalagahan sa mga problema hinggil dito at they are not going to limit themselves to pornographic establishments ngunit bibigyang tuon din pati yung mga binebenta sa mga bangketa,” added Magrata.

The Task Force Virgo, headed by Councilor Ellen Dabu, is working with the Anti-Indecency Board in confiscating lewd and pornographic videos that are sold in various stalls around the city.

“Pagka pinabayaan po natin yan ay lalaki po ang problema at maapektuhan ang ating mga pamilya. I call upon all of us, we should uphold the dignity of women dahil dati ipinaglaban natin ang imahe ng mga kababaihan ng Olongapo at ngayon ay dapat iangat natin ang tingin sa ating lungsod and we should show the world that we are fighting for excellence!” said Vice Mayor Cajudo.

3Bs OF BUSINESS PERMIT

Business Permit and Licensing Division (BPLD) head Neil Perez recently launched a new program, the ‘3Bs of Business Permit’ to expedite the process of applying for a business permit and the rationalization of the different permits and licenses of the different business establishments in Olongapo City.

The first ‘B’ is Business One-Stop Shop (BOSS). This is a program in which the process of applying for a business permit is made more easy, faster and efficient. It can be recalled that a similar process called ’10 Steps’ was launched earlier this year.

“Sa BOSS, nasa mismong BPLD na ang mga representative ng mga offices na may kinalaman sa pagpo-proseso ng permit tulad ng ESMO, Bureau of Fire, Zoning at City Health. Dahil dito, mas mabilis ang pagsasaayos ng clearance ng mga negosyante,” Perez explained.

“Hindi na kinakailangan pang pumunta ng mga aplikante sa iba’t-ibang offices, dito na lang sa BOSS,” Perez added

The second ‘B’ is the Business Tax Mapping Operation. “Lahat ng areas sa Olongapo sinusuyod natin upang malaman kung lahat ng businesses sa lungsod ay may mga business permit at kung nagco-comply ba sila sa mga regulations,” Perez said.

Currently, BPLD has already finished evaluating Barangays East and West Bajac-Bajac. They aim to conclude evaluation of the rest of the barangays of the city before the year ends.

The third ‘B’ or “Business Permit ang Licensing System’ (BPLS) is a new information system obtained by the city government, through initiative of Mayor James “Bong” Gordon Jr, to install a better and more efficient system to process and organize business permits

“Sa sistemang ito, na Geographic Information System (GIS) enabled, may mga satellite pictures ng lungsod na tutulong upang makita ang iba’t-ibang mga establishments dito upang madaling makita at magamit sa analysis,” Perez said.

BPLS is a part of Unified Land Information System (ULIS) from Australian Aid (AusAid) also made possible through the efforts of Mayor Gordon.

EMPLOYEE OF THE MONTH

Pinarangalan ni Mayor James “Bong” Gordon, Jr. si Gloria Gonsalvo bilang Employee of the Month para sa Hunyo nitong Flag Raising Ceremony, ika-18 ng Agosto.

Si Gonsalvo ay Administrative Aide I ng Business Permit and Licensing Division (BPLD) sa loob ng labing walong (18) taon.

Nagkamit ng mahigit eighty-seven percent (87%) na rating si Gonsalvo mula sa mga miyembro ng panel na naatasang humirang ng mga employee awardees.

Nagsimula siyang magtrabaho bilang Utility Worker sa BPLD taong 1998.

“Masipag na worker si Gonsalvo, maayos niyang nai-endorse ang mga Mayor’s Permit at Work Permit applications sa mga opisinang dapat nitong pagdaanan,”pahayag ni Neil Perez, Head ng BPLD.

Bilang isang ina sa limang (5) anak napag hati-hati ni Gonsalvo ang kanyang oras sa pamilya at sa trabaho.

Katulong niya sa buhay ang kanyang asawang si Macario Gonsalvo na isa ring government employee sa James L. Gordon Memorial Hospital (JLGMH).

Nagtapos siya taong 1989 ng Secretarial course sa Lorraine Technical and Vocational School dito sa lungsod. Taong 1993 kumuha uli siya ng Vocational course sa Computer sa STI College.

Pinanganak siya sa Pangasinan noong ika-03 ng Enero 1971 at lumaki sa pag-aaruga ng kanyang tiyahin na taga- Brgy. Gordon Heights.

“Ang maglingkod sa taong bayan ang pinakagusto kung gawin mula ng maliit pa ako. Sa loob ng labing walong taon naramdaman ko ang saya sa aking trabaho,”pahayag ni Gonsalvo.

“Importante rin sa akin ang concern at kabaitan ng mga kasama ko sa work, na dahilan rin para tumagal ako rito,”dadag niyang pahayag.

Bilang isang government employee, naniniwala siya na kailangan na maging mahinahon at matutong makinig ang isang empleyado para maayos niyang maharap ang pangangailangan ng taong bayan.

Tinanggap ni Gonsalvo ang Ulo ng Apo Medal of Excellence at cash prize na limang libong piso (P5,000.00) sa ginanap na pagpaparangal sa Rizal Triangle Multi-Purpose Center.

A NEW PROCESS OF ISSUANCE OF MAYOR'S PERMIT

In line with Mayor James “Bong” Gordon Jr.’s directive to make the business climate in the city more friendly, a new process of the issuance of the Mayor’s Permit will be implemented, the Business One-Stop Shop (B.O.S.S.) strategy.

The Business Permit and Licensing Division along with the City Planning and Development Office (CPDO), City Health Office, Bureau of Fire Protection and Environmental Sanitation and Management Office (ESMO) are in the forefront of the implementation of the process.

The B.O.S.S. strategy goes as follows:

Procedures in the Issuance of Mayor’s Permit (for Business)

“Mahalaga ang kooperasyon ng mamamayan lalo ng mga businessmen para maging successful at maipatupad nang maayos ang mga prosesong ito,” said Mayor Bong Gordon.

According to the Business Permit and Licensing Division (BPLD), it is important that there is an assigned personnel in the respective offices in-charge of issuing the Mayor’s Permit to make the system better and organized.

Kagamitang Pang-opisina Para sa TODA at BPLD

Tumanggap ng karagdagang gamit pang-opisina mula kay City Mayor James “Bong” Gordon, Jr. ang tanggapan ng Tricycle Operators and Drivers Association (TODA) Zone-2 at Business Permit and Licensing Division (BPLD) nitong ika-28 ng Enero 2008.

Sa nakaraang flag raising ceremony ng mga city officials and employees sa Rizal Triangle Multi Purpose Center, personal na iniabot ni Mayor Gordon kay John Dais ng TODA ang isang unit ng advanced typewriter. Gayundin ay binigyan ng punong lungsod ang tanggapan ng Business Permit and Licensing Division sa pamumuno ni Neal Perez ng isang photocopier machine.

Nais ni Mayor Gordon na mapabilis pa ang serbisyo ng TODA at ng BPLD kung kaya’t binigyan niya ang dalawang tanggapan ng naturang mga kagamitang pang-opisina.

Pinasalamatan naman ng TODA at BPLD si Mayor Gordon sa kanilang natanggap na type writer at photocopier. Anila ay makatutulong ito upang mas mapagbuti pa ang kanilang paglilingkod.
