OLONGAPO CITY GOVERNMENT ‘OUTSTANDING EMPLOYEE OF THE YEAR’

Mayor James ‘’Bong’’ Gordon, Jr. announced the city government’s ‘Outstanding Employees of the Year’ for 2008 during the flag raising ceremony of government officials and employees on March 9, 2009 at the Rizal Triangle Multi-Purpose Center.

Of the twelve (12) ‘Outstanding Employees of the Month’ for the previous year, Engr. Ramon Balagtas of the Public Utilities Department (PUD) and Engr. Marivic Nierras of the City Planning and Development Office (CPDO) emerged on top of the heap in their respective categories.

Mayor Bong Gordon together with Vice Mayor Cynthia Cajudo handed-over to the top honorees the ‘Ulo ng Apo Medal of Excellence’, certificate of recognition and ten thousand cash incentives. Assisting them were City Councilors Ellen Dabu, Rodel Cerezo, Elmo Aquino, Edwin Piano and City Administrator Ferdie Magrata.

“Engr. Balagtas and Engr. Nierras along with the ten (10) other outstanding employees of the city government serve as model for other employees to continue to pursue the city’s goals to establish effective and efficient public service,” Mayor Gordon said.

‘’The award was conceived by the government to accord full respect, appreciation and gratitude to the employees who have done exemplary solid work to the city’s sustained growth and development,’’ the mayor added.

Likewise, the award recognizes the personal achievements of city employees with their respective offices as well as their humble contributions to the community.

Engr. Ramon Balagtas, administrative officer V of PUD was the ‘Outstanding Employee of the Month of July’ for the Income Generating Group (IGG). According to PUD Deputy head Ramon Zavalla, he is very approachable and a highly respected PUD staff.

‘’Mr. Balagtas’ zeal and dedication to duty always requires him to work overtime without any additional compensation. He is on-call 24/7. He knows the PUD electrical system exceptionally well and does not need supervision in his line of work,” Engr. Zavalla said.

The Support Services Group (SSG) category winner is CPDO head Marivic Nierras. Engr. Nierras has been serving the government for thirteen (13) years, first as a Civil Engineer Aide, then Project Development Officer and Planning Officer III.

‘’She is good in motivating her staff to do better in their respective work assignments at talagang napaka-sipag ni Engr. Marivic,’’ Engr. Joel Francisco, a CPDO staff said.

The Criteria in the selection as the ‘’Outstanding Employees of the Year’’ are industriousness and Productivity (50%), quality customer service (30%) and malasakit and honesty (20%).

The city’s “Employee of the Month” and “Employee of the Year” Program was established through City Ordinance No. 60, Series of 2007.

Employee of the Month

Mayor James “Bong” Gordon, Jr. has announced the recipient of the Employee of the Month Award for December 2008 during the Flag Raising Ceremony of government employees on January 12, 2009.

Engr. Joanne O. Agaton, Project Development Officer III of the City Planning and Development Office (CPDO), was awarded with a medal, certificate and a check as an incentive for her exceptional performance in her duties and responsibilities.

To boost the morale of government departments and agencies, officials and employees are granted with the Productivity Incentive Benefit (PIB) which was authorized under the Department of Budget and Management Circular Letter No. 2003-3 issued on January 02, 2002 and Administrative Order No. 161 issued by the Office of the President on December 06, 1994.

PIB is a financial reward given to government personnel for distinguished or exemplary performance which contributed to the productivity and attainment of the department’s targets and goals as evaluated and determined by the heads of the respective offices.


Engr. Agaton started her government service as a Civil Engineering Aide at the Technical Section in the City Planning Office in 1994. Over the years, through her consistent work performance, she rose to her present position as Project Development Officer III under the Land and Zoning Section in the same office.

She also attended several trainings, both local and abroad, to further enhance her knowledge and skills.

Engr. Agaton makes it a point to strike a balance between her career as a public servant and her role as a wife and a mother.

EMPLOYEE OF THE MONTH

Pinarangalan ni Mayor James “Bong” Gordon, Jr. si Gloria Gonsalvo bilang Employee of the Month para sa Hunyo nitong Flag Raising Ceremony, ika-18 ng Agosto.

Si Gonsalvo ay Administrative Aide I ng Business Permit and Licensing Division (BPLD) sa loob ng labing walong (18) taon.

Nagkamit ng mahigit eighty-seven percent (87%) na rating si Gonsalvo mula sa mga miyembro ng panel na naatasang humirang ng mga employee awardees.

Nagsimula siyang magtrabaho bilang Utility Worker sa BPLD taong 1998.

“Masipag na worker si Gonsalvo, maayos niyang nai-endorse ang mga Mayor’s Permit at Work Permit applications sa mga opisinang dapat nitong pagdaanan,”pahayag ni Neil Perez, Head ng BPLD.

Bilang isang ina sa limang (5) anak napag hati-hati ni Gonsalvo ang kanyang oras sa pamilya at sa trabaho.

Katulong niya sa buhay ang kanyang asawang si Macario Gonsalvo na isa ring government employee sa James L. Gordon Memorial Hospital (JLGMH).

Nagtapos siya taong 1989 ng Secretarial course sa Lorraine Technical and Vocational School dito sa lungsod. Taong 1993 kumuha uli siya ng Vocational course sa Computer sa STI College.

Pinanganak siya sa Pangasinan noong ika-03 ng Enero 1971 at lumaki sa pag-aaruga ng kanyang tiyahin na taga- Brgy. Gordon Heights.

“Ang maglingkod sa taong bayan ang pinakagusto kung gawin mula ng maliit pa ako. Sa loob ng labing walong taon naramdaman ko ang saya sa aking trabaho,”pahayag ni Gonsalvo.

“Importante rin sa akin ang concern at kabaitan ng mga kasama ko sa work, na dahilan rin para tumagal ako rito,”dadag niyang pahayag.

Bilang isang government employee, naniniwala siya na kailangan na maging mahinahon at matutong makinig ang isang empleyado para maayos niyang maharap ang pangangailangan ng taong bayan.

Tinanggap ni Gonsalvo ang Ulo ng Apo Medal of Excellence at cash prize na limang libong piso (P5,000.00) sa ginanap na pagpaparangal sa Rizal Triangle Multi-Purpose Center.

Tinanggap ni Gloria Gonsalvo ng Business Permit and Licensing Division (BPLD), ang Employee of the Month para sa buwan ng Hunyo, mula kay Mayor James “Bong” Gordon, Jr. ang Ulo ng Apo Medal of Excellence at cash na limang libong (P5,000.00) sa naganap na pagpaparangal nitong ika-18 ng Agosto sa Rizal Triangle Multi-Purpose Center.

OUTSTANDING EMPLOYEES IN APRIL

Mayor James “Bong” Gordon, Jr. announced during the Flag Raising Ceremony on June 02, 2008 that Sandra Rivera of Gordon College and Christopher Galgo of City Social Welfare and Development Office (CSWDO) have been recognized as Outstanding Employees for the month of April.

Rivera is a licensed Midwife working as the principal/head of Midwifery Dept. of Gordon College. She took up Bachelor in Community Health Science in Pamantasan ng Manila (PLM) and graduated in 2004. This year, Rivera finished her Masters Degree in Community Health Science in the same school.

“Mahalaga ang papel na ginagampanan ng edukasyon sa isang komunidad. Ang maging isang guro ay hindi lamang isang propesyon kundi maituturing na misyon,” Mayor Gordon said.

Christopher Galgo finished his degree in Bachelor of Science in Social Work (BSSW) in Columban College in April 2005.

Galgo passed the Licensure Examination for Social Worker last June of the same year.

The twenty-three year old Galgo is part of the Support Service Group of the City Government chose social work as a career because he believes that he can help the people of Olongapo in this manner. He further said that he has confidence in the networking system of the departments in the government.

“Ang social work ay hindi basta-bastang pagtulong sa kapwa. Ito ay nangangailangan ng estratehiya at inisyatibo,” Mayor Gordon stated.

The awardees received Certificates of Recognition, ‘Ulo ng Apo Medal or Medal of Excellence and cash incentives worth five thousand (P5,000.00) pesos from the city government.

Industriousness/Productivity (50%), Quality Customer Service (30%) and Sympathy/Honesty (20%) are the primary basis of the monthly selection of Awardees as embodied by City Ordinance No. 60, Series of 2007.

PAULE, EMPLOYEE OF THE MONTH

The Olongapo City Government recognized Engr. Wenceslao Paule of the Environment and Sanitation Office (ESMO) as one of the two (2) Outstanding Employees of the Month for March.

After the recognition of Engr. Marivic Nierras of the Support Services Group as an Outstanding Employee for March, in the recently held flag raising ceremonies at the Rizal Triangle Mulit-Purpose Covered Court, Mayor James “Bong” Gordon, Jr. awarded Engr. Paule, Engr. I of ESMO, as the Model Employee from the Income Generating Group of the city government.

“Assisting us in our fight for excellence are our city government employees. Engr. Paule as well as the other selected outstanding employees of the city government serve as “models” for other employees to continue to pursue the city’s goals and aspirations to establish and maintain effective and efficient services to the people of Olongapo,” Mayor Gordon declared.

Infront of city officials and employees, Mayor Gordon handed to Paule a Medal of Excellence, Certificate of Recognition and P5,000 cash incentive as a symbol of the city’s recognition to his exemplary attitude in his job and service.

Paule has been serving the city government for twelve (12) years. As an outstanding employee of the month, Paule is an automatic nominee for the Search for the 2008 Employee of the Month.

Selection of model employees are based on such criteria as Industriousness and Productivity (50%), Quality Customer Service (30%) and Malasakit and Honesty (20%).

All city government employees regardless of employment status who have rendered at least one year of satisfactory service are eligible for nomination in the search. The city’s “Employee of the Month” and “Employee of the Year” Program was established through City Ordinance No. 60, Series of 2007. The program aims to recognize the employees’ exceptional and exemplary working attitude and professionalism through incentives and awards that will encourage other employees to do the same.
