Ombudsman raps Mayor Apostol of Cabangan, Zambales

The Office of the Ombudsman today ordered the filing of criminal charges against Mayor Ronaldo Apostol of Cabangan, Zambales.

Acting Ombudsman Orlando Casrimiro said that he recommended the filing of graft charges against Apostol for usurpation of authority for allegedly acting illegally as presiding officer of the executive session of the Sangguniang Bayan (SB) of Cabangan on Dec. 23, 2008.

Then Vice-Mayor Julius Bada said in his complaint that Apostol usurped his powers and duties as municipal vice-mayor and presiding officer of the Sangguniang Bayan.

Bada claimed that Apostol presided over the session, which was surreptitiously held to prevent its detection by him and eventually passed a resolution authorizing the purchase of firearms for use of SB members.

"In this case, respondent (Apostol) pretended that it is within his official function to preside over the sessions of the SB," the Ombudsman said in its resolution.

Casimiro said that the meeting "was not a mere consultative meeting" as what Apostol claims.

"Rather, the session 'authorizes a transaction with pecuniary implications,'" he said, insisting that the vice mayor is the designated as the Sangunniang Bayan presiding officer as stated in the Local Government Code. philstar.com

Hanjin workers gaining support

Building up towards the July 3 caravan, mass actions were made at the Korean Embassy and Hanjin National Office in Fort Bonifacio followed by a synchronized noise barrage at Welcome Rotonda in Quezon City

The protest caravan aims to call attention to several serious grievances starting with deaths in the shipyard, to protest and prevent maltreatment in the hands of their Korean superiors whom they accuse of yelling and inflicting physical harm, to protest lack of sanitation in the food served them in the cafeteria and the reinstatement of 40 illegally dismissed workers.

Meanwhile, the 190-day strike at Hanjin Heavy Industries and Construction main shipyard in Korea ended Monday.

According to the company’s internal agreement to stabilize employment, the management cannot fire workers as long as its overseas plants are in operation. Hanjin shipyard in Subic has continued to build ships and received additional orders recently. They made profits of 430 billion won over the past decade.

Many of the Hanjin workers cannot take it anymore. They are going on a protest caravan this Sunday, July 3. The caravan will start from the National Housing Authority and will make its way to the Hanjin shipyard in Subic, Zambales where there will be a Mass celebrated by Bishop Broderick Pabillo, the chairman of the CBCP’s National Secretariat on Social Action.

In case you have forgotten, Hanjin Heavy Industries and Construction Philippines, Inc., is the South Korean conglomerate that inked a 50-year lease agreement with then President Gloria Macapagal-Arroyo. They brought in an initial $721-million investments, which at that time was the largest foreign direct investment, and they now employ 21,000 Filipino workers.

So, why the protest caravan? To call attention to several serious grievances. First is the questionable safety conditions in the workplace. In the span of six days (March 8-14, 2011) there were five documented accidents that seriously injured six workers.

According to one member of the group that presented the protesting laborers’ case before the CBCP‘s Catholic Media Network forum on June 28, in the past three years there have been 31 deaths in the shipyard.

Second, they want to protest and prevent maltreatment in the hands of their Korean superiors whom they accuse of yelling and inflicting physical harm in order to extract obedience from the workers.

Third, they want to protest lack of sanitation in the food served them in the cafeteria.

And fourth, they are asking for the reinstatement of 40 illegally dismissed workers and five SAMAHAN leaders.

One of the members of the group resented aloud how the Filipinos are being treated like dogs in their own country while government officials who are supposed to protect them turn a blind eye or a deaf ear to their complaints.

Building up towards the July 3 caravan, there will be mass actions on June 29 at the Korean Embassy and Hanjin National Office in Fort Bonifacio, a synchronized noise barrage at Welcome Rotonda in Quezon City on June 29, 5:00 p.m., and a Mass on July 1, 6:00 p.m. at the La Salle, Greenhills Chapel.

We have had several Korean priest-residents in Bahay Pari, San Carlos Formation Complex, and they have all been very fine gentlemen.

But it is true that many people have expressed resentment at the boorishness of some Korean nationals in our country. Koreans have come in great numbers, and “Korea Towns” have proliferated in places like Makati, Baguio City, Angeles City, and Cebu City.

I think Koreans, especially those who do business here, should try to imagine what Koreans in South Korea would feel if the superiors of a Filipino international conglomerate functioning in their country should mistreat Korean workers.

Knowing Koreans’ sensitivity to their rights, I am sure they would protest strongly the lack of safe conditions in the workplace and abusive behavior by superiors. Koreans should remember to follow the Confucian rule: “Do not do to others what you do not want others to do to you” plus the Christian golden rule, “Do to others what you want them to do to you.”

Meralco acquires 2 Subic plants, will build coalfired plant here

Manila Electric Company (Meralco) is acquiring a majority stake in an Aboitiz Power Corporation joint venture that is building two 300-megawatt independent coalfired power plants in the Subic Bay Freeport Zone.

In separate disclosures to the Philippine Stock Exchange, the two firms said Meralco’s wholly-owned unit Meralco PowerGen Corporation will invest in Redondo Peninsula Energy, Inc. (RP Energy).

RP Energy is a 50-50 joint venture company formed by AboitizPower’s wholly owned subsidiary Therma Power, Inc. (TPI) and Taiwan Cogeneration International Corporation (TCIC) for the construction and operation of the proposed Subic Bay coal-fired power plant.

MPGC is expected to take a controlling interest in RP Energy, with TPI and TCIC will be diluted and end up equally owning the remaining stake of less than 50 percent.

Commercial operation of the proposed Subic Bay coal-fired power plant is projected to start in 2014. The plant is expected to augment the power supply of the Luzon Grid.

Meralco earlier said that its entry into power generation is part of its over-all strategy to assist in ensuring efficient, adequate and reliable electricity at cost-competitive rates.

The utility said that the potential partnership with TCIC and TPI will add to Meralco’s competitive electricity supply portfolio sourced from existing generating plants and from new highly efficient baseload, midmerit and peaking power plants, which MPG is putting up to meet customer requirements.

Meralco reiterated its commitment to existing long time and new customers in offering a wide range of valued products and services as a total energy solutions provider.

Meanwhile, in a separate disclosure, Meralco said it has priced P5 billion 7-year and 10-year fixed rate notes with a group of primary institutional lenders with The Hongkong and Shanghai Banking Corporation Limited acting as the sole lead manager and bookrunner.

The notes will be issued on June 29, 2011 with the proceeds from the facilities to be used to finance Meralco’s capital expenditures and for general corporate purposes.

The 7-year and 10-year notes were fixed at a yield of 6.2692 percent and 6.8900 percent respectively.

The notes fetched a credit spread of 20 and 21.12 basis points over the relevant respective 7-year and 10-year benchmark rates, the lowest priced by the investor market for a peso capital market transaction by a corporate issuer in recent history.

The notes issue was 2.35 times oversubscribed from the original announced issue size of P3 billion with books reaching P7.05 billion in orders, thus allowing Meralco to exercise its oversubscription option of P2 billion. By JAMES A. LOYOLA - mb.com.ph

Body of Ariel delos Santos found this afternoon in river at Brgy. Kalalake

Earlier this afternoon, reports were received that a body of a male person was found at the river in Brgy Kalalake (encircled in below map) , rescue operatives rushed to the scene and the family of Ariel delos Santos requested to proceed to the area to identify the body...

The family confirmed that it was indeed Ariel. The body was brought to Flores Funeral Parlor in Brgy Mabayuan.


Ariel Delos Santos, 15, of Purok 5 Barangay Old Cabalan, Olongapo City, were listed as missing after being swept by strong current caused by flooding last June 20. Olongapo Rescuers conducted search and rescue operation at the five kilometer stretch of Sta Rita River but failed to locate the boy.

Forecast: Heavy rain (total 142mm), heaviest during Wednesday night

Current report from weather-forecast.com said that there is going to be heavy rain (total 142mm), heaviest during Wednesday night.... but forecast provided by NASA Tropical Rainfall Measuring Mission indicate a more heavier precipitation at 250mm
By experience, precipitation that is more than 250mm is enough to trigger flooding in low-lying areas of Olongapo City. In the other day's forecast both sources predicted more than 250mm... and true enough... the city was flooded yesterday.
Present actual condition: heavy rains (almost the same as yesterday when it flooded) but this blogger's gut feel.... may flood the lowest points in the city but not enough to bring flood at yesterday's level.... but then again... with all bases loaded (high levels at our rivers)... its still best to be ready.

UPDATE as of 7pm: due to heavy rain coupled by high tide (1.5m) a few minutes past six this evening, flood were again experienced at various barangays of Olongapo starting 6:30pm. It was however not as deep as yesterdays flood.

Zambales patriarch wins Ulirang Ama 2011

In a fitting celebration of Father’s Day, former governor and Liberal Party stalwart Attorney Amor Deloso wins Ulirang Ama 2011

A Zambaleño father of nine children — five of them lawyers, one a practicing doctor in the United States, another a soon-to-be engineer son, another son a soon-to-be lawyer, and a soon-to-be accountant daughter — is an awardee in this year’s Natatanging Ulirang Ama.

In a fitting celebration of Father’s Day, former governor and Liberal Party stalwart Attorney Amor Deloso reaped in the field of law and judiciary along with more than 20 other awardees in different categories.

The ceremony was held at the Century Park Hotel in Manila last Sunday.

The National Mother’s Day and Father’s Day Foundation Incorporated give the award yearly to fathers who exemplify outstanding performance as individuals in their field of endeavor and at the same time as fathers to their children.

The Ulirang Ama Award is a project of the foundation to help teach Filipinos to respect and honor their parents and strengthen family ties.

“It also offers Filipinos, especially the youth, with role models who exemplify integrity, high moral principles, and ideal care and nurturing of children,” the foundation said.

This year’s awardees also include Armed Forces Chief of Staff General Eduardo Oban, Congressman Bienvenido Abante, Philippine Navy Rear Admiral Edmund Tan, Bases Conversion and Development Authority Chairman Felicito Payumo, and former Commission on Elections (COMELEC) Commissioner Vicente De Lima, the father of Department of Justice Secretary Leila De Lima.

Honed by poverty, education

Two-time outstanding governor and brilliant lawyer Deloso came from humble beginnings whose parents imbued in him values of hard work, education, and concern for the plight of the man on th street.

He recalled how his mother Natividad used to seek help from wealthy businessmen in this town for his tuition fee, carrying with her and presenting his school card, in exchange for a day’s house labor.

“Life during those times was hard but I learned to persevere,” Atty. Deloso said.

He revealed that when it was time for him to have kids he told himself he will do everything to give them the best education they can have.

“But I didn’t forget the value of simple, frugal life so I enrolled them in public schools,” the former governor said.

His marriage to former Botolan town mayor Sally Poynter-Deloso blessed them with nine children namely Zarmi, Cheryl, Ad Hebert, Yodel, Arys, Omar, Renoir, Izelle Iamly, and Vijay Vianney.

Zarmi Deloso-Marasigan is a Diplomat Doctor of Medicine in the US, Atty. Cheryl Deloso-Montalla is a former vice governor of this province, Iba town Mayor Ad Hebert is also a lawyer and former fiscal in the province, Atty. Yodel Deloso-Penacho is a practicing immigration lawyer based in California. Fourth child Arys is also a lawyer and is a member of the Board of Regents at the Ramon Magsaysay Technological University (RMTU) here.

Omar is on his way to becoming another lawyer in the family who is now on his third year of law studies at the University of Santo Tomas (UST). Renoir is a geodetic engineering student at the University of the Philippines, Izelle Iamly—a Juris Doctor and just recently passed the Bar Exams, and Vijay Vianney is on his senior years in accountancy.

In all of these accomplishments, daughter Atty. Cheryl said their father gave them a free hand in choosing their careers in life.

“Majority of us opted to become lawyers not because he wanted us to become one but for us, this is our way of telling him that we idolize and honor him,” the former vice governor said.

Governance of educational reforms, poverty alleviation

In his 30 years as public servant who rose from being mayor of his hometown Botolan to becoming one of the most beloved governors of the province, Deloso actively pushed for reforms in education and espoused genuine care for the needy.

In his latest term as governor, he was able to put up more than 200 new classrooms and has funded repairs and improvements in a number of existing schools around the province.

“Too bad it was during my incumbencies that several disasters struck this province,” he recalled, pointing to the eruption of Mount Pinatubo and the devastating typhoons that wrecked havoc in the province that stalled developments.

In 2009, typhoons Kiko and Ondoy swept almost 70 percent of Botolan, leaving more than 3,000 families homeless and displaced.

Many indigents are witness to how the former governor treats the needy. In all of his stints as father of this province, he was often seen talking to the poor and asking them how he can help them.

The provincial capitol is always flooded with people from different walks of life and he always saw to it that the indigents were prioritized.

His executive assistant, Rene Totol, said that during Gov. Deloso’s last stint, the governor’s office was always filled with an average of 2,000 indigents per day with requests ranging from hospitalization to food to school matters.

“All of their requests were being tended to and we saw to it that as soon as they left the governor’s office, they had answers to what they came for,” Totol explained.

Even to this date, the former governor is regularly visited by indigents at his residence for personal requests. He makes it a point to help them in any way he can, even sending them to his son Ad Hebert who is mayor of this town.

The son gladly accommodates, saying that helping the people is a legacy he must continue, and should be continued along with his other siblings and family.(WLB/AMV-PIA 3 Zambales)

OLONGAPO GEARS UP FOR NATIONAL DISASTER CONSCIOUSNESS MONTH

The City Disaster Risk Reduction and Management Council (CDRRMC) has already lined up activities for the 2011 National Disaster Consciousness Month on July.

Olongapo City Mayor James “Bong” Gordon Jr., together with Disaster Risk Reduction and Management Office (DRRMO) head Angelito Layug spearheaded preparations for the said event with a theme “PAG-ALERTO, MALAYO SA PELIGRO.”

The local government units (LGUs), private sectors, and the seventeen(17) barangays have joined forces for the upcoming trainings and workshops regarding preparations and response to incidents during rainy season.

In line with this, the CDRRMC will be having radio and television guestings at local stations to convey preventive information for the public and encourage de-clogging and clean-up of drainages to prevent flooding especially barangays that have river banks.

There will be blood typing/blood letting program and Simultaneous Earthquake Safety Drills at private and public schools.

“Pina-iigting natin ang pag-iingat upang maiwasan ang mga sakunang di inaasahan. Sinisikap natin na lagging handa ang lahat ng response teams, lalo na yung mga skilled sa water-related emergencies dahil sa nalalapit ang typhoon season,” remarked Mayor Gordon.

“Kinakailangan din na magkaroon ng information dissemination para sa mamamayan ng Olongapo, tungkulin din ng bawat sambahayan ang paghahanda, said Layug.

It can be recalled that Olongapo has become a Hall of Famer because of its five-time GAWAD KALASAG Award for exemplary and effective disaster response.

‘GAPO DAY CARE WORKERS WINS 1st PRIZE IN SABAYANG PAGBIGKAS

Olongapo City Day Care workers won 1st prize in ‘sabayang pagbigkas’ in the 28th Regional Day Care Workers Assembly held on June 10 at the SM City Clark, Pampanga.

The city’s delegation performed a piece composed by CSWD Officer Gonzalo A. Pascua entitled “Day Care Workers, Katuwang sa Paghubog ng Bata Tungo sa Tuwid na Daan.”

Department of Social Welfare and Development(DSWD) Secretary Corazon Juliano “Dinky” Soliman graced the assembly and delivered her inspirational speech.

“Being a Day Care Worker (DCW) is not just a job. Isa itong social duty na kinakailangan ng puso upang mahubog natin ang mga bata tungo sa matuwid na landas. At sa paglaki nila, hindi-hinding nila ito hihiwalayan,” Soliman reminded the participants and guests.

Mayor James “Bong” Gordon Jr. lauded the winners together with Pascua at the recent flag-raising ceremonies.

“Nagagalak ang lahat sa inyong pagkapanalo, muli ninyong pinatunayan na ang Olongapeño ay fighting for excellence. Alam ko, malaking challenge ang pagiging day care worker, dalawang beses ninyo ng ginagampanan ang pagiging magulang sa center at sa sarili ninyong pamilya…” remarked Mayor Gordon, “…I wish you all the strength and skills for your unrelenting passion sa paghubog ng atingmga kabataan.”

SENIOR CITIZENS




City Social Welfare and Development Office (CSWDO) has started releasing cash grants for the social pension of indigent senior citizens, aged 77 years old and above as part of the government’s support for food, medicine and other basic needs of senior citizens. Mayor James “Bong” Gordon, Jr. and First Lady Anne Gordon have distributed the three-month pension stipend of Php 1,500 to 29 senior citizens of Olongapo City at West Bajac-Bajac Covered Court on June 14, 2011.

SBMA awards hardworking employees

In appreciation for their dedication and hard work, the Subic Bay Metropolitan Authority (SBMA) recognized key personnel and departments that were instrumental in providing critical services to the public during the Holy Week last April.

Raul Marcelo, SBMA deputy administrator for business, together with Atty. Robert Martinez, SBMA deputy administrator for administration, presented certificates of appreciation to the honorees during the flag-raising ceremonies yesterday.

Marcelo noted that these people did not go on a day-off during the holiday just to make the Freeport a Holy Week destination flooded with more than 130,000 visitors.

Those who were recognized were Antonio dela Cruz, Rebecca Lozadio, Marilou Barriedo, Freddie Acosta, Edith Pingol, Maria Marylou Carnacio, Daniel Labonete, Tina Menez, and Capt. Dante Romano, head of the SBMA Maintenance and Transportation Department.

Marcelo also gave due recognition to SBMA departments who helped in the Holy Week spectacle. These were the Accounting, Construction and Maintenance, Transportation, Financial Planning and Budget, Fire, Human Resources, Law Enforcement, Media Production, Office Services, Property Procurement, Public Health, Transportation and Communication, Treasury, and Public Relations departments.

Marcelo said that the awardees were instrumental in the success of the long Holy Week holidays.

“Hindi naman namin magagawa ito (Holy Week program) kung hindi dahil sa tulong nila,” Marcelo said.(We couldn’t have done this without their help.)

Marcelo also took the opportunity to thank those who participated in the clean-up drive that was co-organized by the SBMA's Tourism Department recently.(AMV-PIA 3/SBMA-PRD)
