OPERATION TULI ON SUMMER BREAK

The Sangguniang Kabataan (SK) Federation has switched to high gear in preparation for “Operation Tuli” in the city's seventeen (17) barangays.

“Operation Tuli” is held annually by SK in cooperation with the City Population Office (POPCOM) in line with the HELPS program of Mayor James “Bong” Gordon, Jr.

According to  Olongapo City SK Federation Chair Dolly Mae M. Ramos , the project aims to unburden parents of the cost of having adolescent boys undergo circumcision.

“Malaking tulong ito mula sa pamahalaang lungsod para sa mga magulang at sa mga anak nilang nagbibinata,” said Ramos.

The SK and POPCOM will be assisted by the medical staff of the City Health Office (CHO) in implementing the project in each barangay.

Olongapo City - Ligtas sa Tigdas ang Pinas

         The City of Olongapo through the City Health Office (CHO) has commenced simultaneous door-to-door Measles/Rubella Supplemental Immunization in compliance with the Department of Health (DOH) nationwide program dubbed “Iligtas sa Tigdas ang Pinas”.

Set April 4 to May 4, 2011, the goal and commitment of this program is to eliminate measles as public hazard by year 2012.

“Isang malawakang measles vaccination campaign ang aming isinasagawa katuwang ang pamahalaang lungsod ng Olongapo bilang suporta sa DOH campaign nai-eliminate ang measles sa taong 2012 sa pamamagitan ng massive Measles-Rubella Supplemental Immunization Activities (MRSIA), said Dr. Arnildo Tamayo, CHO head.

       Infants and children from nine (9) months to below eight (8) years old are beneficiaries of the program regardless of their immunization status.

CITY REVISITS NUTRITION PROGRAM

As part of the city government's efforts to make and keep residents healthy, the city's Nutrition Program for 2010 was subjected to monitoring and evaluation.

This was held on January 19, 2011 led by Dr. Arnildo Tamayo and Richel Eve A. Torralba, RND, city nutrition action officer with the members and representatives of the Olongapo City Nutrition Community.

The activity was also in preparation to RNet - Regional Nutrition Evaluation aside from aiming to formulate a nutrition action plan, reorient the members of the committee about the goals of nutrition in order to have one direction.

Moreover, it highlights the seven priority actions which are as follows: Reduce underweight children 0-10 years old. Reduce proportion of households with inadequate caloric intake, vitamin A deficiency, anemia, and iodine deficiency disorder. Contribute to reduced levels of indicators of risk factors associated with Non communicable diseases.

“We rank no. 3 and we can be no. 1 in nutrition in the country in the future!” Richel Eve Torralba said.

“Prevention is better than cure,” Barangay Health Doctor Ana Figuerres said referring to malnutrition, sickness and disease.

It was established during the activity that:

CPDO (City Planning and Development Office) monitors a group of women in the production level of iodized salt; will conduct Community Based Monitoring System (CBMS) 2011, which is about Health and Sanitation and access to safe water, among others;

The Livelihood and Cooperative Development Office (LCDO) is coming up with a television show on nutrition and cooking;

The DOST (Department of Science and Technology), is promoting squash pan de sal;

The Feeding Program of the DepEd, (Department of Education) is still ongoing;

The DILG (Department of Interior and Local Government) supervises 17 barangays if they are passing reports regarding nutrition and oversees the health and nutrition of children;

POPCOM (Population Commission) encourages the use of iodized salt;

Brgy. East Tapinac will have a weighing program this coming month;

Dra. Figuerres and Torralba goes around the 17 barangays to inspire barangay health workers to do their work well in preparation for RNet;

Brgy. West Bajac-Bajac checks Purok leaders by holding a once a month meeting and taking care of pregnant women and babies;

Urban Basic Services for the Poor (UBSP) holds mother’s classes in community, backyard gardening, breastfeeding and food with Sangkap Pinoy seal for school children;

Aris Romualdo, representative of Councilor Edna Elane reported about the lower price for Dental services, free dental services for the indigents, and Dental Mission for Senior Citizens;

SupeRice, rice fortified with iron inside the grain was announced by Dr. Tamayo.

Fortified with iron, formulated to fight malnutrition, this is Super Rice!

Super Rice is now in Olongapo City, launched recently by Mayor James "Bong" Gordon, Jr. and First Lady Anne Gordon in simple ceremonies at city hall.

“The Department of Science and Technology (DOST) aims to develop and implement iron food fortification and improve the nutritional well-being of people,” said DOST Secretary Mario Montejo in a message read by Didith Monte Vergel of DOST at the Super Rice launching.

Angie Pasos, nutrition counselor of region 3, also proudly announced that the 6 percent malnutrition rate among Olongapo City residents in recent years has already improved to 4 percent and with super rice available for everyday dietary requirements, malnutrition may become a thing of the past in the city.

First Lady Anne Gordon said the City Health Office should take a major role in promoting super rice for its health benefits.

“Health is important... we should have a well-developed body,” said Mayor Gordon.

Maria Vicenta Magpantay, nutritional counselor of region 3, Edna Elane, city councilor, Rich Torralba, city nutritionist, Department of Education (DepEd) representatives, Barangay representatives and rice dealers were also present at the launching ceremony.

A colorful dance presentation from selected students of Olongapo City Elementary School (OCES) and a free tasting of cooked super rice concluded the ceremony.

Tuberculosis Month Celebration

Mayor James “Bong” Gordon Jr., is all out in giving full support to the City Health Office (CHO) on awareness campaign for the prevention of tuberculosis in Olongapo City.

CHO Head Dr. Arnildo Tamayo said that the program for Tuberculosis Month will start on the first week of August, 2010. The awareness campaign will be coordinated to all the Barangay Captains all over Olongapo City in order to facilitate the free medical check-ups and consultations, laboratories and free medicines for the symptomatic patients in their respective Barangays. Among the targets are the relatives of patients who died due to tuberculosis.

In connection with the program, Mayor Gordon has provided free medicines for six (6) months consumption of patients diagnosed with tuberculosis.

Dr. Tamayo also said that with the help of Mayor Gordon the laboratory for tuberculosis and malaria was built for free laboratory screening of patients with tuberculosis. With this program, Mayor Gordon and the City Health Officials aim to ensure Olongapo residents that tuberculosis will not hamper the City’s resolve to achieve healthy living for all.

MAYOR GORDON: ‘’Mga School Canteens Dapat I-monitor’’

One of the priority health projects of the city under the leadership of Mayor James “Bong” Gordon, Jr. is the continued implementation of the “Asin Law” in Olongapo. This Asin Law aims to promote the daily use of Iodized Salt in the food that we eat.

‘’Garbage-in, Garbage-out, kung malusog ang kinakain ng mga bata ay malusog rin ang kanilang pag-iisip kaya mahalaga na ang mga nabibiling pagkain sa ‘school canteen’ ay masustansya rin at tama,’’ said Mayor Bong Gordon.

In this regard, Mayor Gordon has directed City Nutritionist Richel Eve Torralba and City Health Officer Arnie Tamayo to monitor school canteens and cafeteria in Olongapo. The monitoring is timely since school opening will officially start on June 15, 2010.

The City Health Office (CHO) will go around the city to visit canteens in different private and public elementary and high schools for close monitoring. CHO will also provide information and health benefits in using Iodized Salt in food.

CHO will also monitor the cleanliness and sanitation of the school canteens where food preparations take place. This is to ensure that what the students buy in school canteens is prepared properly in a clean and orderly place.

Bakeries and local entrepreneurs in the food processing business are also encouraged to use ‘fortified ingredients’ like iodized salt, fortified flour, cooking oil and other ingredients with ‘Sangkap Pinoy’ seal by the the Department of Health (DOH).

OLONGAPO CITY’S FIGHT AGAINST DENGUE!

Mayor James “Bong” Gordon, Jr. has directed City Health Officer Dr. Arnildo Tamayo to intensify the ‘Anti-Dengue Campaign’ of Olongapo.

In a meeting held at the FMA Hall of the Olongapo City Hall on May 25, 2010, Mayor Gordon said that the campaign against Dengue should be observed all year-round and not only during the rainy season. He also encouraged all Olongapeños to take part in the city’s battle against Dengue.

‘’Ang target natin ay ‘zero case of Dengue’ sa Olongapo. Kaya dapat hindi lamang tayo ang kikilos dapat pati ang mga residente ay mag-linis rin dahil lahat tayo ay makikinabang, lahat tayo ay ligtas sa sakit,’’ said Mayor Gordon.

Through the City Health Office (CHO), the city is fully promoting the “4S” or the four ways to prevent the spreading of the harmful disease.

‘’Kabilang sa 4S ang (1) Search and Destroy all Breeding Sites-alisin ang mga bagay na maaaring pag-ipunan ng tubig at pangitlugan ng lamok tulad ng lumang gulong, lata, bote at tansan. Linisin ang mga alulod at palitan ang tubig sa flower vase minsan sa isang linggo. Nangingitlog ang lamok na nagdadala ng sakit na Dengue sa mga malinaw at di-dumadaloy na tubig (2) Self-Protection Measures-magsuot ng mahabang pantaloon at polo. Dapat gumamit rin ng mosquito repellant sa araw (3) Seek Early Consultation-kung may lagnat na tumatagal ng dalawang (2) araw o higit pa at may rashes sa balat, pumunta at komunsulta agad sa pinakamalapit na health center o ospital (4) Say No to Indiscriminate-mag-fogging lamang kung may dengue outbreak. Kung araw-araw nating lilinisin ang ating kapaligiran, mawawala ang mga lamok na sanhi ng Dengue. Kung walang lamok, walang Dengue. Ang sakit na Dengue ay nakamamatay kung hindi ito agarang maaagapan,” explained Dr. Tamayo.

In the ‘comparative dengue cases’ from 2003 to April 2010 of the City Health Office, cases of Dengue in Olongapo went down, much fewer compared to the Dengue cases in other cities due to the city government’s continued campaign against the disease.

Meanwhile, to attain a ‘dengue-free environment’, here are tips with regard to “Puksain ang kiti-kiti at Sugpuin ang Dengue” program of the Department of Health and the City Health Office:

1. Butasan o biyakin ang mga lumang gulong upang hindi pag-ipunan ng tubig at pangitlugan ng lamok.

2. Takpan ang mga drum, timba at iba pang ipunan ng tubig upang hindi pamahayan ng kitikiti.

3. Palitan ang tubig ng plorera o flower vase minsan isang linggo.

4. Linisin at alisin ang tubig sa paminggalan.

5. Linisin ang alulod ng bahay upang hindi maipunan ng tubig at pamahayan ng kitikiti.

6. Alisin ang iba pang bagay na maaaring pag-ipunan ng tubig at pangitlugan ng lamok tulad ng lata, bote, at tansan.

GARANTISADONG PAMBATA - 10 WAYS TO SAVE YOUR CHILD

Mayor James “Bong” Gordon, Jr. and First Lady and Zambales Vice Governor Anne Gordon through the Olongapo City Health Office (CHO) have intensified the implementation of programs and activities that reduce child deaths and ensure survival among children through the Garantisadong Pambata Campaign.

The Garantisadong Pambata Campaign will be observed throughout the month of April in the seventeen (17) barangays in the city, with the theme: “Garantisadong Pambata - 10 Ways to Save Your Child.” The services offered are as follows:

-Libreng bakuna para sa mga sanggol at mga buntis

-Libreng Vitamin A laban sa pagkabulag para sa mga batang 1 hanggang 5 taong gulang

-Libreng Ferrous sulfate tablets laban sa anemia para sa mga buntis at mga bata

-Pagpapalaganap ng kaalaman at kaugalian ukol sa wastong nutrisyon para sa mga bata

-Pagpapalaganap ng paggamit sa IODIZED SALT para maiwasan ang bosyo

-Libreng pagtitimbang sa mga bata hanggang 5 taong gulang

-Pagpapalaganap ng wastong pangangalaga sa ngipin

-Pagpapalaganap ng paggamit ng ligtas at educational toys

Activities for the Garantisadong Pambata Campaign kicked-off on April 5, 2010 at the FMA Hall of Olongapo City Hall where essential package of health services and relevant health information were delivered to all children ages 6-71 months.

City Nutritionist, Rich Torralba is inviting parents to bring their children six (6) months to five (5) years old to the nearest health facility for Garantisadong Pambata package services.

GAPO CELEBRATES WORLD HEALTH DAY

Olongapo City is among the 1,000 cities all over the world that celebrated World Health Day on April 8, 2010. The “1,000 Cities, 1,000 Lives” campaign for World Health Day 2010 calls upon all cities worldwide to open up portions of streets to the people to promote health activities for one day from April 7-11, 2010.

The city joined the celebration through a series of programs and activities that promote healthy lifestyle. This year’s World Health Day theme is “Urbanization and Health.”

The City Health Office headed by Dr. Arnildo Tamayo and the city’s local officials led the launching with a fun run activity at the East Tapinac Oval Tract (ETOT) with more than a hundred Olongapeños participating. A health fair followed immediately after the fun run.

“The said event seeks to generate action to address urban health challenges in the city and aims to raise awareness, secure support of development partners and urban health stakeholders, and recognize champions and exemplary practices of key partners,’’ said Dr. Tamayo.”

“Rapid urbanization has brought about a serious urban health challenge, with the help of the city’s projects and campaigns on health we can help ease urban problems,” Mayor Bong Gordon said.

Participants in the fun run activity enjoyed a free Blood Sugar and Cholesterol Screening, BP Screening, Body Mass Index.

According to the World Health Organization, the global goals of the campaign are:

• 1000 cities: to open up public spaces to health, whether it be activities in parks, town hall meetings, clean-up campaigns, or closing off portions of streets to motorized vehicles.

• 1000 lives: to collect 1000 stories of urban health champions who have taken action and had a significant impact on health in their cities.

March is National Rabies Awareness Month

“Nais kong ipaalala sa mga magulang na ingatan ang kanilang mga anak lalo na ngayong bakasyon laban sa rabies na maaaring makuha sa kagat ng aso. Ayon sa tala ng Department of Health (DOH), pinakamataas ang insidente ng rabies sa panahon ng bakasyon sa eskwela kung kalian mas maraming batang naglalaro sa paligid at kalsada,” Mayor James “Bong” Gordon Jr. told city govt. employees recently.

According to DOH National Epidemiology Center (NEC) director Eric Tayag, cases of dog bites are expected to increase in the summer since more children will be playing outside their homes where there are more prone to animal attacks or dog bites.

“Kaya naman tuwing Marso, ang Olongapo at ang buong bansa sa pamamagitan ng DOH ay inoobserba ang buwan na ito bilang National Rabies Awareness Month, upang ipaalala sa mga magulang na ingatan ang anilang mga anak laban sa kagat ng aso at ipaalala rin sa mga nag-aalaga ng hayop na responsibilidad nila ang mga ito, lalo na ang pagpapabukana sa kanilangb aso,” Mayor Gordon added.

“Rabies is a viral infection of animals that can be transmitted to humans. It is caused by a virus of the Rhabdoviridae family, which attacks the central nervous system. The virus is usually excreted in the saliva of an infected animal. Dogs remain the principal animal source of rabies. In the Philippines, rabies has been transmitted to humans from the bites of dogs (98 percent) and cats (two percent). A person who is infected with rabies may experience symptoms like fever, anorexia, nausea & vomiting, headache, pain or paresthesia at site bite, signs of nervous system dysfunction as hyperactivity, disorientation, hallucination, seizures & paralysis,” explained Dr. Arnold Lopez, City Veterinarian. “That is why it is very important for dog-owners to make sure that their pets can’t harm people or children and give them the appropriate vaccinations,” said Lopez.

“Dito sa Olongapo, simula ng 2007 hanggang 2009 ay bumaba ang insidente ng dog bite at rabies dahil na rin sa pagpapatupad ng City Ordinance No. 23 (series of 1995) na nagbabawal sa mga stray animals sa kalsada para na rin sa kaligtasan ng publiko at sa pagtutulungan ng City Health Department at ng mga barangay na mabigyan ng bakuna ang mga amga alagang aso,” said Mayor Gordon.

“GORDON HELPS” INTENSIFIES!

In his effort to reach out, listen and know the needs of his constituents, Mayor James “Bong” Gordon, Jr. is intensifying the Barangay Consultations in Olongapo City.

The Barangay Consultations dubbed as City First Lady and Zambales Vice-Gov. Anne Marie Gordon to personally hear first hand from city residents “GORDON HELPS”, enables Mayor Gordon together with Olongapo their concerns.

In a meeting-like manner, the Barangay Consultation or “GORDON HELPS” is usually held in the afternoon in the presence of residents, barangay officials and department heads of the local government, ensuring immediate action where deemed necessary.

With the different department heads, the mayor goes to practically every nook and cranny of the city’s 17 barangays, even in the most remote places, not just within or near the city proper.

Some of the offices and departments that Mayor Gordon takes with him during “GORDON HELPS” are the Livelihood Cooperative Development Office (LCDO), to inform and entice the people of the livelihood projects they can avail of. The Public Employment Service Office (PESO), which helps Olongapenos find decent jobs and the City Social Welfare and Development Office (CSWDO) that provides aid, assistance and support to the different sectors in the community like women, the youth, the disabled and senior citizens.

Also actively participating in the “GORDON HELPS” program are the City Health Office (CHO) and James L. Gordon Memorial Hospital (JLGMH), giving free medical consultations while the Dental Services Unit gives dental filling and extraction.

“GORDON HELPS” is an ongoing program of the Local Government that reaches out to all sectors of Olongapo City.

AIDS HOTLINE: ‘’JUST A PHONE CALL AWAY’’

The Olongapo City Government thru the Olongapo City AIDS Council (OCAC) is continuously providing an information dissemination campaign to increase public awareness on Sexually Transmitted Diseases, (STD), Human Immunodeficiency Virus (HIV) and Acquired Immunodeficiency Syndrome (AIDS).

“We initiated this kind of project to educate our people regarding STDs, including HIV-AIDS, minimize if not eliminate it, and prevent its proliferation,” said City Mayor James ‘’Bong’’ Gordon, Jr.

This is the objective of the creation of the AIDS Hotline 224-2437 (224-AIDS), the seven (7) digit hotline that is directly connected to the United Nations Population Fund (UNFPA) office, City Health Office, Olongapo City Hall. It is manned by trained City Health Office personnel from 8AM to 5PM, Mondays thru Fridays.

The hotline is an inter-agency and multi-sectoral project of OCAC to enable the people to be aware of and understand the plight and right of HIV and AIDS victims, thereby, easing the effects of stigma and discrimination.

The hotline enables the people to be aware of the cause of the disease, modes of transmission and methods of prevention and envisioned community participation.

Rule of ‘confidentiality’ is strictly observed between the caller and the CHO personnel unless voluntarily chosen otherwise by the patient following the Philippine AIDS Law as stated under the Article VI, Section 30 of the Republic Act 8504.

It can be recalled that on October 8, 2007, the AIDS Hotline was launched with the unveiling of the AIDS Hotline poster stating, “NANGANGAMBA KA BA? NAG-AALALA KA BA? Kaibigan… USAP TAYO… TAWAG NA! AIDS HOTLINE 224-AIDS (2437)”.

According to health statistics, there are already more that 40 million HIV and AIDS cases worldwide.

“OPERATION TULI” ON HIGH GEAR

It’s summer time! It’s “Operation Tuli” once again. Circumcision or “pagtutuli” is considered by an overwhelming number of Filipinos as an “obligatory rite of passage to manhood.”

The word “circumcision” comes from Latin circum (meaning “around) and caedere (meaning “to cut”).

Headed by the SK Federation in cooperation with the City Health Office and Population Commission Office with the support of Mayor James Gordon, Jr., the project has switched to high gear.

The first seven (7) barangays of Olongapo City, namely Barangay New Asinan, New Banicain, Barretto, East Bajac-Bajac, East Tapinac, New Kababae and Gordon Heights have conducted their respective Operation tuli on April 14, 16, 17, 20,21, 24 and 27 in their barangay health centers.

Registered midwives of City Health Office and Population Commission Office (POPCOM) conducted the circumcision procedures where according to them have recorded a six year old boy as the youngest patient from East Bajac-Bajac and a twenty four year old of Barretto as the oldest patient.

Barangay New Asinan has recorded twenty eight(28), New Banicain 46, Barretto 157, East Bajac-Bajac 170, East Tapinac 76, Gordon Heights 154 and New Kababae 32 number of patients. The remaining 10 barangays are scheduled to conduct their operation tuli in the next few days.

Aside from the CHO and PopCom , barangay officials councilors and SK officials are on full support of the project which offers free medicines and services supplied by the city government.

HEALTH ISSUES FOR THE MONTH OF SEPTEMBER

The City Health Office (CHO) of Olongapo City headed by Dr. Arnildo C. Tamayo together with the city health employees will lead the information campaign that will focus primarily on the following issues this month of September: National Epilepsy Awareness Week-September 1-7, Obesity Prevention and Awareness Week- September 8-14, World Heart Day- September 26, World Rabies Day- September 28

The campaign aims to educate the people of the proper ways and precautions to avoid the aforementioned diseases.

It is expected that after the celebration, Olongapeños, including employees, will practice a healthy lifestyle, following the guidance of the city health office.

These commemorations are observed not only in the City of Olongapo but in other parts of the country as well with the help of the Department of Health.

OLONGAPO TO CELEBRATE NUTRITION MONTH

In line with the observance of July as Nutrition Month a series of activities has been slated by the City Health Office through the City Nutrition Council. The theme this year’s Nutrition Month is “Sa Wastong Nutrisyon ni Mommy, Sigurado Healthy si Baby.”

On July 14 to 18, a Food Exhibit for products with ‘Sangkap Pinoy Seal’ will be held at the ground floor lobby of the Olongapo City Hall to be followed by a food display of healthy recipes by the Day Care Center Staff of Olongapo on July 22 to 25.

In line with the observation of Nutrition Month, the City Nutrition Council will jumpstart the 6-month feeding program to be held first in barangay Sta. Rita.

The City Social Welfare and Development Office (CSWDO) will facilitate a cooking contest and the ‘Search for Healthy Kids’ while the Department of Education is assigned to facilitate the poster making contest’, jingle making contest and the search for ‘Mr. and Ms. Nutrition.”

The CHO has also been tasked to conduct the information dissemination of the ‘Promotion of Nutritional Guidelines for Filipinos’, ‘Search for Healthy Babies and the ‘Search for Mrs. Nutrition 2008’.

The celebration is organized by the CHO in cooperation with the CNC led by Mayor James “Bong” Gordon Jr. and other various departments of the local city government.

Bukas na ang City Dental Division Clinic para sa mga drivers ng pampasaherong sasakyan sa Olongapo upang makinabang sa Operation Smile Program ng City Health Office.

Sa inisyatibo ni Mayor Bong Gordon, binuksan ang Dental Clinic ng Olongapo City Hall para sa libreng dental check up na laan para sa mga jeepney at tricycle drivers ng lungsod.

Ayon kay Dr. Donald Vigo ng City Dental Division Clinic, layunin ng Operation Smile na mapangalagaan din ang dental hygiene ng public utility vehicle drivers. Aniya, batay din ito sa programa ni Mayor Gordon na mabigyan ang mga divers ng libreng dental check up, palinis at pabunot ng ngipin.

Maaari nang i-avail ang libreng serbisyong ito ng City Dental Clinic mula Lunes hanggang Biyernes, 1:00 – 5:00 ng hapon. Maaari ring makipag-ugnayan kay Dr. Vigo ang mga ineresadong makinabang sa Operation Smile.

Ang City Dental Clinic ay matatagpuan sa unang palapag ng Olongapo City Hall.
